Description

NA Solicitation DAHA05-03-R-0001. Services, non-personal to provide all plant, labor, transportation, materials, equipment and appliances necessary to Maintain Airfield Pavements, Runway; Repair Taxiway F Pavements, Repair West Apron Ramp;, Repair Taxiway B ,C,G, W, X, & Y Pavements, Repair East Apron Ramp at Buckley Air Force Base, Aurora, Colorado. Project consists of providing approximately 281,450 SY of asphalt concrete pavement and 19,900 SY of PCC pavements; repair approximately 16,050 SF of PCC pavemen t; and approximately 283,000 LF of joint resealing. Site work shall consist of mill and overlay asphalt runway, taxiway, overruns, and apron; provide new PCC pavement and repair activities; repair spalls, cracks, and joint sealant at various project locati ons; perform runway arrestor system (BAK-12) upgrades and support activities; expand North overrun pavement, install new SALS base cans and duct banks; and provide runway, taxiway, overruns, and apron markings. This contract will close the runway at Buckle y for a period of not to exceed 90 days starting on 1 June 2003. Work to be accomplished on the runway and within 125 feet of the runway on taxiways will be completed within this 90-day window. Significant Liquidated damages apply for exceeding the 90-day period of runway closure. The estimated cost range of this project is between $5,000,000 and $10,000,000. The total construction performance period is 240 days after receipt of NTP. The estimated solicitation issue date is 15 March 2003. Proposal Closin g date is 15 April 2003. Past Performance information Closing date is 07 April 2003. A firm-fixed price contract will be awarded. This project is being procured on an UNRESTRICTED basis in accordance with the Competitiveness Demonstration Program, howeve r, small businesses, veteran-owned businesses, service-disabled veteran-owned businesses, HUBZONE Small businesses, small disadvantaged businesses are encouraged to participate. The North American Industry Classification System (NAICS) Code is 234110 and t he Size Standard for Small Businesses is $28.5 million annual receipts for the past 3 years. A Small Business subcontracting plan will be required if the offeror is a large business and must be submitted with offer. The solicitation package will be issued via the web only. All amendments, site visit minutes and questions will be posted on the web. Perspective offerors must register at the web site. Prime Contractors must be registered in the Central Contractor?s Registration at http: www.c cr2000.com to be eligible for awardThe contract will be awarded under Source Selection procedures specified in the solicitation. Evaluation factors include Price, Past Performance and Technical requirements to included but not limited to the proposed work schedule in CPM format. There will be a preproposal conference tentatively scheduled for 25 March 2003.
