Description
The scope of work for the FY03 C-17 Projects include the site preparation and construction of a new Aircraft Parts Store, Flight Simulator facility, and Squadron Operations/AMU building. Project contains four (4) separate elements as follows: PART A ? Electrical, Utilities, and Supporting Infrastructure This part of the C-17 Project is a design-bid-build with completed construction drawings and specifications. The work includes demolition, site preparation, and installation of utilities including water, sewer, drainage, mechanical, electrical, and communications; and the construction of flexible and rigid paved roads and parking lots. The estimated price range for Part A is between $10,000,000 and $25,000,000. PART B ? C-17 Aircraft Parts Store This part of the C-17 Project is a Design/Build project with Conceptual Drawings and Guideline Specifications. The Contractor upon award shall complete the design with full construction drawings and specifications. Upon approval of the construction drawings and specifications, construct a new Aircraft Parts Store to include the facility, site preparations, and installation of all utilities in concert with the Electrical, Utilities, and Supporting Infrastructure to be constructed with Part A of the C-17 Project. The facility is a high bay warehouse with loading dock facilities and offices. Minimum size is 4180 square meters with options to bring the facility to a maximum area of 5575 square meters. Pre-engineered building is allowable subject to RFP design criteria. The ceiling amount for Part B is $7,186,000. PART C ? C-17 Flight Simulator This part of the C-17 Project is a Design/Build project with Conceptual Drawings and Guideline Specifications. The Contractor upon award shall complete the design with full construction drawings and specifications. Upon approval of the construction drawings and specifications, construct a new Flight Simulator to include the facility, site preparations, and installation of all utilities in concert with the Electrical, Utilities, and Supporting Infrastructure to be constructed with Part A of the C-17 Project. The facility is a 1380 square meter, C-17 flight simulator training facility with a simulator motion bay, computer rooms, utility rooms, classrooms, and offices. The ceiling amount for Part C is $4,130,000. PART D ? C-17 Squadron Operations/AMU This part of the C-17 Project is a Design/Build project with Conceptual Drawings and Guideline Specifications. The Contractor upon award shall complete the design with full construction drawings and specifications. Upon approval of the construction drawings and specifications, construct a new Squadron Operations/AMU to include the facility, site preparations, and installation of all utilities in concert with the Electrical, Utilities, and Supporting Infrastructure to be constructed with Part A of the C-17 Project. The facility is a 3800 square meter, two story, C-17 Squadron Operations/AMU facility with a conference rooms, training classrooms, planning rooms, storage rooms, locker rooms, tool rooms, and offices. The ceiling amount for Part D is $8,240,000. Contract award under this solicitation is contingent upon completion of an Environmental Assessment (currently in progress) with a resultant Finding of No Significant Impact (FONSI)/Finding of No Practical Alternative (FONPA) signed by the cognizant authority. A firm-fixed price contract will be awarded as a result of this solicitation. The contract will be awarded using competitive negotiation procedures. Award will be made to the responsible offeror whose offer, conforming to the solicitation, is determined to be the best value to the government considering price and technical factors. This is an unrestricted procurement. The North American Industry Classification System (NAICS) code is 233220 and the related small business size standard is $28,500,000. Technical proposals will be evaluated based on the following factors: (1) Past Performance; (2) Technical Qualifications; (3) Management Approach; (4) Commitment to Small Business. Technical factors when combined are approximately equal to price. The solicitation will be available on or about 01 April 2003 and will only be available electronically via the Internet at http://esol.navfac.navy.mil. Plans and specifications must be downloaded from this website and will not be provided in hard copy format or CDs. Amendments to the solicitation will be available on this website only. It is therefore the offerors? responsibility to check the listed website for any posted changes in the solicitation, plans and specifications. The plans and specifications may take time to download. All prospective offerors must register as plan holders on the website for this project. Each company must include its name, address, phone number, and e-mail address, identify whether the firm is a prime, subcontractor, supplier, and indicate whether the firm is a large, small, small disadvantaged, or women-owned business. Plan centers are also required to register. Offerors must be registered in the Central Contractor?s Registration (CCR) at http://www.ccr.gov in order to be eligible for award. Large businesses are required to submit a subcontracting plan prior to award. A pre-proposal conference/site-visit is scheduled on/about 22 April 2003.
