- Description
- The United States Marine Corps (USMC) is seeking information from any commercial sources capable of providing a Commercial Off the Shelf/Non-Developmental Item (COTS/NDI) to replace its current inventory of 59 Hydraulic Wheel Excavators over a two-year period commencing Fiscal Year 2004. The hydraulic excavator must be equipped with the following attachments (a) bucket, excavating, 5/8 cubic yard (b) bucket, ditch clean out, 5/8 cubic yard (c) bucket, multipurpose, 1 ? cubic yard (d) hydraulic impact hammer (e) hydraulic vibratory compactor (f) earth auger, 24 inch diameter and (g) hydraulic rubble grappling/grasping attachment. The required product characteristics include: (1) have a minimum digging depth of 18 feet, and a digging range around the excavator of not less than 270 degrees: the upper structure must be capable of revolving 360 degrees (2) be capable of traveling forward on flat hard surface roads at a speed of at least 25 miles per hour for at least 100 miles (3) be capable of traversing uneven and unprepared surfaces (rough terrain) to include sand and mud, and of fording at least 30 inches of salt water. A 60 inch salt water fording capability is desired (4) capable of being embarked and disembarked, without disassembly, aboard Roll-On/Roll-Off ships, amphibious ships, and of embarking/disembarking through the surf, under its own power, from the LCU, LCM-8 and LCAC landing craft (5) be capable of starting and operating in all climatic categories with ambient temperatures from ?125 degrees to + 125 degrees F, and in rain up to four inches per hour (6) possess an operating vehicle weight not to exceed 45,000 lbs when fitted with any single attachment (7) have an overall height, as measured to the highest point with the digging stick lowered, not to exceed 152 inches (required), 115 inches (desired) and (8) be equipped with a diesel engine, automatic transmission. The engine must be able to operate with either diesel fuel or kerosene based turbine fuel (JP-5/8). The hydraulic excavator must be equipped with integral tie-down brackets, appropriate lifting eyes as prescribed in Mil-Std-209J, and a towing pintle to permit a disabled vehicle to be towed or to tow a trailer for transporting attachments to a job site. It must be capable of providing adequate operator adjustable lighting for night operations, and blackout lights for night movement. Be equipped with a 24-volt negative ground electrical system and NATO standard electrical slave receptacle. There must be worldwide customer service capabilities including Pacific locations such as Hawaii, Japan and the Middle East. Warranty must include options for an extension to 60 months.
