Description
NA Notice of Intent to award a sole source contract. The Defense Threat Reduction Agency (DTRA) intends to award an Indefinite Delivery Indefinite Quantity (IDIQ) sole source contract using FAR Part 15 to Science Applications International Corporation (SAIC) of McLean, VA. Cost-Plus-Award-Fee, Cost-Plus-Fixed-Fee and Firm Fixed Price Task Orders will be issued against the basic IDIQ contract for continued Systems Engineering and Technical Assistance (SETA) for services necessary to support the Cooperative Th reat Reduction (CT) Directorate for a base period of 12 months with a six-month option period. The contract will also include language to allow either the base period to exceed the ordering period by an additional six months or if the option period is exer cised then allow the option period to exceed the ordering period by an additional four months for a potential total of 22 months of performance. It is anticipated that the contract and task order(s) will be effective on or about July 2003. This sole sour ce contract is necessary to insure continued SETA support to the CT Directorate until the execution of a contract under a follow-on competition. It is anticipated that in June 2003 a synopsis announcing the issuance of a draft RFP for the follow-on compet ition for SETA support to the CT Directorate will be published in the Federal Business Opportunities (FedBizOpps). The Government's minimum requirements for the SETA support for this sole source fall into six major technical areas available on an integrat ed basis from one contractor: (1) Operational Support, (2) Logistics Support, (3) Technical Support, (4) Financial Management Support, (5) Program Management Support, and (6) Information System Support. The functions to be supported include, but are not l imited to, the review of requirements and schedules; planning, coordination and evaluating task performance; participating with CT Directorate personnel in interactions with other contractors, other Executive Branch departments and agencies, and government s of the Former Soviet Union (FSU) and other countries as the CT mission dictates. The contractor shall provide all necessary personnel, materials and equipment required to provide professional SETA services necessary to support the CT Directorate and all of its associated mission areas. The CT effort is large, complex and highly visible effort to prevent the proliferation of Weapons of Mass Destruction (WMD) and related technologies and expertise from other countries. This includes providing for the safe destruction of Soviet era WMD and WMD in other countries as the CT mission dictates, associated delivery systems and related infrastructure. Therefore, it requires an experienced, technically astute, innovative and flexible management structure, which c an respond to rapidly shifting priorities and requirements and anticipate problems long before they arise. To facilitate access to contractor expertise by CT personnel, the contractor shall maintain an appropriate technical staff at a single location that is no more than 20 minutes by car in a non-rush hour setting from DTRA Headquarters at Fort Belvoir, Virginia. THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. Interested parties have five business days from the date of publication of this Synopsis, to submit in writing, to the identified point of contact, clear and convincing evidence of their qualifications and/ or capabilities. Such qualifications and/or capabilities will be used solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. Responses received after five days, or without the required information, will b e considered non-responsive to this synopsis and will not be considered. A determination by the Government to not conduct this effort as a full-and-open competitive procurement, based upon responses to this notice, is solely within the discretion of the G overnment.
