Description
The Uniformed Services University of the Health Sciences (USUHS), the Department of Defense Medical School and Health Sciences University, intends to award on a sole source basis, a contract to the non-profit Samueli Institute for Information Biology (SIIB), Alexandria, VA. The Samulei Institute will provide all personnel, supplies, equipment, and services necessary to support, manage and administer the USUHS Military Complementary and Alternative Medicine (MILCAM) Project. The MILCAM Project is funded by Congressional appropriation H.R. 5010 to provide funding for individuals and institutions to perform basic and clinical research studies on specific complementary and alternative medical approaches that may assist and increase survivability of the soldier in the operational environment. The Samueli Institute is uniquely qualified to perform this project since they have demonstrated experience and knowledge in complimentary and alternative medical research and military medicine. Samueli Institute also has extensive experience, personnel and capabilities to manage and administer that part of the project that will grant monies to individuals and institutions to perform MILCAM research. The Samueli Institute will publish and announce grant opportunities, receive grant applications, assemble an independent Scientific Advisory Committee to review grant applications for scientific merit and feasibility, negotiate with recipients as to costs and overhead, select and recommend to USUHS potential grant recipients, obtain USUHS approval for recommended recipients, ensure compliance with all local, State, Federal and USUHS regulations regarding conduct of research proposals, and ensure all applicable human and animal use assurances are obtained before award is made to the recipient. This contract is being awarded in accordance with statutory authority permitting other than full and open competition at 10 U.S.C. 2304(c)(5), ?Authorized or Required by Statute.? The proposed procurement is in compliance with Public Law 92-426, entitled: Uniformed Service Health Professions Revitalization Act of 1972 (specifically, 10 U.S.C. ? 2113(j)(1)(A)) which authorizes USUHS to award contracts on a sole source basis to non-profit organizations.
