Description: The Natural Resources Conservation Service (NRCS) is planning a Direct Conversion with Cost Comparison Study under the provisions of the Office of Management and Budget (OMB) Circular A-76 for Soil Mapping services in the State of Alabama. These services are currently provided by Government personnel. Offerors are advised that a contract may not be awarded if the cost of contract performance is determined to be greater than the cost of in-house performance by Government personnel. A solicitation will be released on or about April 21, 2003. The solicitation will only be available electronically through the World Wide Web. Potential offerors are responsible for accessing the web site and downloading the solicitation. Paper copies of the solicitation or any amendments will not be available or issued.
