- Description
- The National Heart, Lung, and Blood Institute (NHLBI) for the National Institute on Drug Abuse (NIDA) intends to negotiate on a non-competitive basis with Mr. Anthony Salandy, 901 6th Street South West, #905, Washington, DC 20024, to continue NIDA to continue the development of activities related to Caribbean Drug Abuse and HIV Research. Mr. Salandy has gained and in-depth knowledge of the health issues in the Caribbean region, and has a network of U.S. and Caribbean contacts relevant to the tasks of this contract. He has performed a previous contract related to the early phases of this Caribbean initiative, and has established working relationships with many of the U.S. and Caribbean individuals who will be central to the performance of the tasks of the contract. In order to maintain continuity of the work that has already been performed, award of a contract to any other source would result in duplication of effort and substantial expense to the Government that is not expected to be recovered through competition. The Scope of work is as follows: Background: The Center on AIDS and other Medical Consequences of Drug Abuse (CAMCODA) supports a national and international program of research on HIV/AIDS and other medical, mental health and developmental consequences of drug abuse. CAMCODA also coordinates NIDA HIV/AIDS activities, and collaborates with other Institute components on issues concerning HIV/AIDS and other infections. Within CAMCODA, the Human Development Unit (HDU) focuses on national and international research addressing health and developmental consequences and conditions associated with drug abuse in fetal, infant, child, and youth (pre-adolescent, adolescent, and young adult) populations. The CAMCODA human development program is also involved in collaborative planning and implementation of child and adolescent research on topics that cut across CAMCODA program areas and those of other NIDA Divisions and Offices. Mr. Salandry will perform preparation of research newsletters, assistance with planning and implementation of the upcoming scientific conference, and performance of analyses for the development of new research priorities. The period of performance will begin on April 1, 2003, and end on September 30, 2003. The acquisition is being conducted under simplified acquisition procedures and is exempt from the requirements of FAR Part 6. The North American Industry Classification System (NAICS) Code is 541710, and Size Standard is 500. This notice of intent is not a request for competitive proposals. Interested parties may identify their interest and capabilities in response to this requirement. The determination by the Government not to compete the proposed contract based upon responses to be considered solely for the purpose of determining whether to conduct future competitive procurement.
