Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format at FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation to be issued. Quotes are being requested and a written solicitation will not be issued. The solicitation number for this Request for Quotations (RFQ) is 330100000071. The following clauses are incorporated into this RFQ by reference & are in effect through Federal Acquisition Circular 2001-12 January 27, 2003. The following clauses apply: FAR 52.212-1, Instructions to Offerors-Commercial Items, FAR 52.212-3, Offeror Representations and Certifications-Commercial Items, FAR 52.212-4 Contract Terms and Conditions-Commercial Items, FAR 52.212-5 Contract Terms and Conditions Required to Implement Statutes Or Executive Orders-Commercial Items. Award will be based upon technical capability to meet specifications, price, and best delivery terms. This requirement is Set-Aside for Small Businesses. The NAICS code is 334513 with a small business size standard of 500 employees. The system includes: An industrial FTIR spectrometer with 10 m gas cell. Must be hermetically sealed and cell is capable of heating to 230 C. The spectrometer must have MCT detector with extended 5L dewar and 1650 K IR source. 10 m gas cell is field changeable to 3m or 1 m. Primary mirror endplate assemblies, for both three meter and one-meter optical paths are provided. System also includes heating jacket and insulation for gas cell capable of providing isothermal temperature from ambient to 230 C. System must control temperature to 230 C with accuracy 1 % full scale + ILSD. Must have at least a three digit LED display. Must have a pressure transducer with range 0 ? 30 psia. Must be calibrated and temperature compensated. Must be NEMA 4 rated with a silicone piezoresistive sensing element and 4/20 mA output. Must have a Phoenix three pin connector for use with controller. An oil less diaphragm pump will be provided and must be corrosion resistant. Pump must be capable of pumping any gas or vapor. Must have variable flow capability to pump up to 31 LPM. Must have a 5 liter liquid nitrogen dewar extension for MCT detector. Uses auto Quant 4.0 or equal software package for Windows 2000. Software will be used for data acquisition and real-time spectral analysis. Provide 150+ species gas phase infrared spectral standards library. Will be used with AutoQuant or GRAMS or equal. GRAMS is a 32 bit software package used for data analysis, compatible with FTIR data files and equipped with general purposes conversion utilities. Include a pentium IV desktop computer with the following minimum specifications: 1.6 GHz processor, 512 MB SDRAM, 24X CD-ROM, 3 ? inch floppy disk drive, 40 GB hard drive, Windows 2000 software and flat panel monitor. Must be fully tested with AQ-Pro 4.0 and GRAMS software packages. A 100 m fiber optic cable connects the spectrometer to PC. Contractor must install on site and train users. Shipping is FOB Destination. Perspective awardees must be registered in the Department of Defense?s (DOD) Central Contractor Registration database (CCR) to be considered eligible for award.
