Description
Design firms are reminded that no preliminary design work is requested. Questions have been received by the agency regarding design ideas and locations. It is recommended that offerors comply with the instructions and requested submittals as originally published. The following information is provided as clarifications or additional information for the Republic Ranger District Administrative facilities design: (1.) There are two potential locations of the site in the town of Republic, WA: a. The site where the existing office sits on the west side of the site and directly behind it; the intent would be to maintain the present office in operation while a new building was being constructed; upon completion of the new office the old would be removed and the remaining site work would be completed; the modular office to the east of the existing office could be moved and kept in operation to allow space for new construction. b. The second possible site is on the east end of the administrative site; it is bounded by 6th street on the south; a compound road on the north; property line and fence on the west and the house on the east side; the site does have some sensitive plants and cultural resources to protect; intent would be to access it from 6th street. In any event, both sites are located on the current, government owned Forest Service administrative site. (2.) The project is a 100% Small Business set-aside based on NAICS code 541310 with the small business size being $4 million average annual income. Businesses that make more than $4 million average annual income are considered large businesses and are precluded from applying. Small businesses may joint venture or subcontract to other Small business firms and remain within the intent of the Small Business set-aside. (3.) The following website may provide additional information regarding the town of Republic and general area: www.ferrycountycoc.org/FourSeasons.htm (4.) One copy of the SF-254 and SF-255 is required. One additional copy would be appreciated. (5.) The budget for building is $1,000,000 includes all costs including facilities construction, contract administration, change orders, site utilities. (6.) Schedule is to complete design by January 30, 2004; and Construct the facilities ready to occupy by October, 2005. (7.) Natural gas is not available; contemplated using 3 phase electric power. (8.) The Colville Indian Reservation is located adjacent to National Forest and private lands in the Republic, WA area. (9.) Sustainable principles are explained in detail in the Built Environmental Image Guide (BEIG); USDA publication is FS-710. (10.) The regional architect has participated in the prospectus preparation; will comment and review plans along with regional mechanical and electrical engineers; they have no official contract administration responsibilities; they will also likely participate in final inspection of construction as well as final and intermittent plan review. (11.) The contract designer will provide site lay-out in a site-plan or ?foot print? sense and the Forest Service will prepare the actual design plans and specifications for the roads, parking and traffic signing; the contract designer will prepare the general site plan including general drainage; design efforts will be coordinated; if the site-plan requires some type of retaining structure the contract designer will prepare that design. (12.) References to ?Go-Green? are deleted from the solicitation announcement. (13.) The Standard Forms (SF) 254 and 255s shall be submitted to the Okanogan and Wenatchee NF, USDA Forest Service, Kris Bellini, Contracting Officer, 1240, S. Second Avenue, Okanogan, WA 98840.
