- Small Business Sources Sought for the Design/Build of nuclear material detection systems for the US Department of Energy, National Nuclear Security Administration, Second Line of Defense Program The US Department of Energy (DOE), National Nuclear Security Administration (NNSA), seeks small business (FAR 19.001) sources capable of providing rapid integrated, sustained nuclear material detection systems to minimize the risk of nuclear proliferation and terrorism. During the next five years, the Contractor shall provide the following services domestically and internationally (former Soviet Union, Eastern Europe, southern Europe, Central Asia, Southeast Asia and other regions as needed to support the SLD Program). Specific Tasks Orders, to be issued pursuant to the Contract?s ?Ordering Procedure?, will contain a SLD Program prepared Technical Site Survey, which identifies the physical layout, site characterization, site operations, customs procedures, and other relevant information. The Contractor shall conduct an engineering site survey, design and construct the project using standard English dimensional units and modules (or others, such as British metrics, as specified in the applicable Task Order). The Contractor must demonstrate experience with and the capability to mobilize multi-task teams to multiple sites, with specific experience in the area of installing radiation equipment in highly technical ports, train, border crossings and personnel surveillance. The company must be a US owned company, as no foreign national owned companies or dual citizenship would be considered A draft statement of work pertaining to this procurement is attached. Interested small business concerns are requested to submit an expression of interest, and a statement of capabilities (SOC), by Tuesday April 1, 2003. The NAICS code for this procurement is 541690, Nuclear Energy Consulting Services with a size standard of $5 million. The expression of interest shall state whether the concern is a Small Disadvantaged Business (SDB), Woman-Owned Small Business (WOSB), HubZone Certified, Veteran-Owned Small Business (VOSB), etc., and shall not exceed two (2) pages. The SOC shall not exceed ten (10) pages and shall include the interested firm?s complete mailing address, point of contact (name, telephone number, and e-mail address), and this solicitation number (DE-RP04-03AL68603). The SOC shall list the prime contract s and significant subcontractor support work performed since March 1998 including a brief description, (2) name and address of the contracting activity, (3) name and telephone number of the contracting officer?s technical representative, and (4) prime contract number.
