- This is a combined synopsis/ solicitation for commercial items prepared in accordance with the format in FAR Subparts 12.6 and 13.5, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Proposals are being requested and a written solicitation will not be issued. The Purchase Request number is F1TU2630630100 and is issued as a Request for Quotation (RFQ). The solicitation document, incorporated provisions, and clauses are those in effect through the Federal Acquisition Circular 97-2 and Defense Acquisition Circular 91-13. This solicitation is 100% SET ASIDE FOR SMALL BUSINESS CONCERNS in accordance with FAR Part 19. The North American Industry Classification System (NAICS) code is 334515, size standard 500 (employees). The contractor shall provide the following: [LOAD BANK ASSEMBLY; AVTRON K875A OR EQUAL MOUNTED ON ROAD WORTHY TRAILER WITH STEPDOWN TRANSFORMER. ENGINEERING SPECIFICATIONS: TRAILER MOUNTED OUTDOOR RESISTIVE LOAD BANK 3000 KW Model K875A WITH 3000 KVA OUTDOOR TRANSFORMER 1.0 SCOPE 1.1 This specification contains the minimum requirements for the design, manufacture and testing of an outdoor weatherproof resistive load bank. 1.2 The load bank is required for periodic exercising and testing of the standby emergency power source. The load bank shall be permanently mounted in a weatherproof enclosure, forced air cooled with remotely mounted control panel. 1.3 This specification shall apply if the load bank is supplied to the purchaser or as a part of other equipment. 1.4 Should the vendor take exception to any part of this specification, it shall be stated in the bid and referenced to item number. 2.0 STANDARDS 2.1 The equipment covered by this specification shall be designed as it applies with the latest standard of NEMA, NEC, ISO and ANSI standards. 3.0 RATINGS 3.1 The total capacity of the load bank shall be 3000 KW at 480 Volts, 3 Phase, 60 Hertz, with 3606 Amps per Phase with unity Power Factor and 50 KW minimum load step resolution. 3.2 The duty cycle shall be continuous and the load bank shall operate in an ambient temperature of -28?C to 49?C (-20?F to 120?F). 3.3 Control power shall be 120V, 1 Phase, 60 Hz provided by integral 480V to 120V, single phase, control power transformer. 4.0 CONSTRUCTION 4.1 The load bank shall be constructed of heavy gauge aluminized steel per ASTM A463 or coated mild steel that meets or exceeds physical and chemical performance of polyurethane enamel coatings. Galvanized steel has a low corrosion threshold and shall not be used for exterior load bank construction. 4.2 The main input load bus, load step relays, fuses and blower/control relays shall be located within the load bank enclosure. A thermostatically controlled heater shall be located within the control section to protect control devices from the effects of moisture and condensation. 4.3 The load bank shall be outdoor weatherproof construction. All exterior fasteners shall be stainless steel. The load bank shall include forklift channels in the base for lifting and be suitable for trailer mounting. Load bank will be permanently mounted to the trailer specified in section 12.0. 4.4 Airflow throughout the load bank shall be vertical. Ambient intake air shall be drawn in from the sides/bottom of the unit and heated air exhausted out the top. Intake openings shall be designed to prevent objects greater than 0.50? diameter from entering the unit. The intake of the center bay will be provided sufficient air movement for proper cooling by mounting it over a properly sized hole in the floor of the trailer. A straight vertical exhaust hood is not acceptable in preventing rain/moisture from entering the unit. Vertical hot air discharge with stainless steel low profile gravity exhaust louvers shall be provided. Galvanized steel is not acceptable. 4.5 The exterior of the load bank shall be painted with polyurethane enamel paint at a minimum 2 MILS dry film thickness with a spatter finish. 4.6 Load elements shall be contained in multiple resistor cases or trays. Each can be removed in their entirety as a unit if service becomes necessary. 4.7 All components will be constructed in such a manner as to prevent damage if unit is shutdown without a proper cooling down period. 5.0 RESISTIVE LOAD ELEMENTS 5.1 Load elements shall be Avtron Helidyne?, helically wound chromium alloy derated to operate at approximately ? of maximum continuous rating of wire. Elements must be fully supported across the entire length within the air stream by segmented ceramic insulators on a stainless steel rod. Element supports will be designed that should a wire break, it will not short to adjacent conductors or to ground. 5.2 The change in resistance due to temperature shall be minimized by maintaining conservative watt densities. The overall tolerance of the load bank shall be ?0% to +5% KW at rated voltage. A ?5%, +5% rating allows the load bank to deliver less than rated KW and shall not be used. The load bank must deliver rated KW at rated voltage. 6.0 COOLING 6.1 The load bank shall be cooled by integral TEFC or TEAO motor(s) which is direct coupled to the cooling fan blade. The fan motor must be electrically protected against overload using a motor overload device and short circuit protected using three (3) current limiting fuses with an interrupting rating of 200K A.I.C. 6.2 The fan blade is to be an airfoil design constructed from aluminum or non-corroding material. 7.0 PROTECTIVE DEVICES 7.1 A differential pressure switch(s) shall be provided to detect air loss (one for each stack). The switch(s) shall be electrically interlocked with the load application controls to prevent load from being applied if cooling air is not present. 7.2 An over temperature switch shall be provided to sense the load bank exhaust in each stack. The switch shall be electrically interlocked with the load application controls to prevent load from being applied in an over temperature situation. 7.3 To provide for major fault protection, branch fuses shall be provided on all three phases of switched load steps above 50KW. Branch fuses shall be current limiting type with an interrupting rating of 200K A.I.C. 7.4 The exterior shall have appropriate warning/caution statements on access panels. 7.5 Auto Load Dump provided for remote load dump from a normally closed set of auxiliary contacts from an automatic transfer switch. In the event of utility failure, all load will be removed. 8.0 CONTROL PANEL 8.1 The control panel shall be supplied in an outdoor enclosure and locally mounted & wired to the load bank enclosure. It shall contain a Main power ON/OFF switch, a power ON indication light, blower START/STOP pushbuttons, Blower ON light, blower FAILURE light and OVERTEMP light. Load selection shall include a master load ON/OFF switch and individual load step switches (one for each load step). A Digital Power Metering Unit for digital display of 3 Phase, Volts, Amps, Frequency and Kilowatts will be included in the control panel. 9.0 HANDHELD REMOTE CONTROL UNIT 9.1 Portable microprocessor based unit controller will duplicate local manual controls and instrumentation described above including digital metering. PLC based control system includes safety lockout to insure single control panel operation. Software, communication ports, and two sections of cable totaling approximately 200 feet shall be included. 10.0 QUALITY CONTROL 10.1 The load bank shall be fully tested using a test specification written by the supplier. Tests shall include electrical functional testing, verifying conformance to assembly drawings and specifications. 10.2.1 The load bank shall have each load step tested at full rated voltage. Load data must be recorded and made available to purchaser upon request. 10.3 All electrical circuits shall have a hipot test performed at twice rated voltage plus 1000 VAC. 10.4 The Company?s Quality System shall be ISO9001 Certified. 11.0 STEP DOWN TRANSFORMER 11.1 Manufacturer will provide one each 3000 KVA Step Down Transformer, suitable for outdoor installation. The transformer will be permanently mounted to the flat bed trailer specified in section 12.0. 11.2 The transformer will be rated: Primary: 4160 Volts Secondary: 480 Volts Phase: 3 Frequency: 60 Hz. Enclosure: Outdoor Type with travel covers and stainless steel hardware. Windings: Aluminum Temperature Rise: 150 degree C Insulation Class: 220 degree C Protection: Secondary Fusing 12.0 HIGHWAY DUTY SEMI-TRAILER 12.1 The manufacturer will provide a Highway Duty Semi-Trailer meeting the following specifications: Semi-trailer - Drop Deck Type. 40 feet overall length with 11 foot upper deck. Overall width 8 feet. Dual axle design. 48,000 lb. Gross Vehicle Weight Rating. Air Ride Suspension. Air brakes with anti-lock (ABS) feature. Landing gear (trailer support legs with gearbox) Deck space (only) for cable storage provided. Completely road ready with DOT conspicuity tape. 13.0 HARD WIRE INTERCONNECTION 13.1 Includes all labor, cable, lugs, and cable enclosure located beneath the trailer to interconnect the Avtron model K875A resistive load bank to the 3000 KVA step down transformer (11.0) installed on the 40 foot trailer described in 12.0. 14.0 QUALIFICATIONS OF MANUFACTURER 14.1 The load bank shall be manufactured by a firm regularly engaged in the manufacture of load banks and who can demonstrate at least twenty five (25) years experience with at least twenty five (25) installations of load banks similar or equal to the ones specified herein. The manufacturer shall have a written Quality Control procedure available for review by the purchaser, which will document all phases of operations. Manufacturer must have a service organization with service personnel having a minimum of an Associate Degree in Electrical Engineering. 15.0 DOCUMENTATION AND SHIPPING 15.1 The manufacturer will include (2) two complete sets of instruction manuals. 15.2 Manufacturer will provide the customer with a complete set of construction drawings for customer approval prior to start of construction. 15.3 The unit will be provided with an all purpose weather cover for transportation and storage of the unit. 15.4 Shipment of one each complete system to both locations listed below. FOB, 12-18 weeks after receipt of a purchase order to the following destinations: HQ AFCESA/CEMR OL-E AFCESA/CEMIRT 1001 Mississippi Rd. 730 E. Street Tyndall AFB, FL 32403 Travis AFB, CA 94535-2405 ]. . Please acknowledge all requirements on quotations. Offerors must provide brochures/literature of the items being offered along with their quote. The technical literature submitted needs to clearly communicate the offeror?s understanding and compliance with the minimum requirements as set forth in the specifications or any alternative proposal submitted in response to this RFQ. FOB destination is required by the Government. FOB point is: See Engineering Specifications for addresses. The required delivery date is 25 April 03. Contractor shall provide all materials, labor, and transportation necessary to complete this service. Offerors must provide warranty information specific to all equipment. Award will be made to the offeror whose proposal represents the best value to the Government. The following factors shall be used to evaluate offers: best value to the government.
