Description
NA The U.S. Army Aviation and Missile Command (AMCOM) anticipates release of Request For Proposal (RFP) DAAH01-03-R-0128, for Independent Integration Analysis, in or around the third week of April 2003. This effort will provide independent integration analys is support of the U.S. Army?s Lower Tier Project Office (LTPO) missile systems, including the PATRIOT, PATRIOT Advanced Capabilities (PAC)-2, PAC-3, and Medium Extended Air Defense System (MEADS). Specific integration requirements shall include systems pe rformance analysis; RAM, NBC, HFE, readiness, safety, and environmental analysis; deployment support analysis; logistics integration analysis; and systems integration analysis. The effort shall also include systems simulation analyses; analysis and suppor t of system diagnostic capabilities; international program support; and program management technical support. The effort will be restricted to small business under North American Industry Classification System (NAICS) code 541710 and a size standard of 1,000 employees. The resultant contract is anticipated to be Fixed Price (Level-of-Effort) with Award Fee. The contractor will be required to provide workspace that is cleared for the handling and processing of materials classified at the Secret and below level. The contractor must also meet National Industrial Security Program Operating Manual (NISPOM) requiremen ts. A final favorable Top Secret Security clearance is required prior to briefing personnel for Sensitive Compartmented Information (SCI) access. All SCI will be conducted at the AMCOM Special Security Office (SSO) or another Government approved Secured Compartmentalized Information Facility (SCIF). No foreign participation will be allowed. The contractor will also be required to provide 4500 square feet of work space facilities (1000 square feet of which is cleared for classified processing at the secr et level) for utilizing Government Furnished Equipment (GFE) computers and peripherals. The contractor must also have direct connection to a T1 communication line. The contract is anticipated to have an approximate four-month basic period of performance and 56 months of option effort. The anticipated average number of annual man-hours under this effort is 652,368, for a total level-of-effort of 3,261,840 hours for this potential five-year effort. Potential offerors are advised that the solicitation will be issued in electronic format only via the AMCOM Public Website at www.redstone.army.mil. Offerors will then be provided an opportu nity to search for this solicitation number or to view all AMCOM solicitations. It is emphasized that hardcopy solicitations will not be issued and that potential offerors should access the Current AMCOM Business Opportunities website on a regular basis f or issuance of the solicitation and any subsequent amendments. This information will be utilized to form a potential offeror list that will be made releasable to the public. An electronic Reading Room for this effort was synopsized on February 05, 2003 and will remain available for the duration of the acquisition.
