- The United States Department of Agriculture, Natural Resources Conservation Service (NRCS) is planning a Direct Conversion with Cost Comparison Study of Soil Conservation Technician services at NRCS offices in Aledo, Cambridge, Elizabeth, Freeport, Lewistown, and Peoria Illinois. The USDA, NRCS seeks sources capable of providing Soil Conservation Technician Services. Duties include gathering resource data to assist landowners in identifying resource conservation needs, assisting in the development of complex conservation plans with landowners to address resource concerns, assisting landowners with the design, layout, and inspection of completed conservation practices, provide training to other Service Center employees, developing land treatment contracts utilizing existing USDA and other federal, state, and local cost-share programs and providing annual follow-up on existing contracts. Assistance provided will include working cooperatively with the local NRCS field office staff, local conservation district, private organizations, and other federal, state, and local partner agencies. Additional duties include assisting with conducting public education and information activities, conducting tours, presenting talks, documenting activities with photographs, and preparing news articles as necessary. An effective knowledge of engineering design, surveying, global positioning systems, and computer use is required to fulfill the duties of these positions. In some cases, oversight by a licensed Professional Engineer in the State of Illinois is required. Government personnel are currently providing these services. This is not a request for proposal and in no way obligates the Government to award a contract. Prospective offerors are advised that a contract may not be awarded if the cost of contract performance is determined to be greater than the cost of in-house performance of Government personnel. The North American Industry Classification System (NAICS) Code is 541990, All Other Professional, Scientific and Technical Services.
