Description
THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN SUBPART 12.6, AS SUPPLEMENTED WITH ADDITONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; PROPOSALS ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. SOLICITATION F34601-03-R-0156 IS ISSUED AS A REQUEST FOR PROPOSAL (RFP). DESCRIPTION: Indicator, Attitude; NSN: 6610-00-200-8832; P/N: 501-1131-01; A self-contained aircraft attitude indicator, which is a stable reference that provides, pitch and roll information. Indicator is 7.61 inches long by 2.4 inches wide by 2.4 inches high and consists of an aluminum alloy; corrosive resistant Metal Case containing fungus-proof Non-magnetic materials. Applicable to A010a F5E/F. F16A-D, F111D/F, FXFRE Acft. SOLE SOURCE: To B.F. Goodrich for New Manufacture ONLY! DESTINATION: FB2039; Tinker AFB, OK 73145 REQUIRED DELIVERY DATE: 14 each due by Jul 2004; 104 each due by May 2004 AND 16 each due by JUN 2004. Items shall be packaged in accordance with MiL-STD-2073-1D, Standard Practice for Military Packaging. Shipping and storage markings shall be in accordance with MIL-STD 129N. Standard Practice for Military Marking. Mil-STD-2073-1 SPI/Specification is as follows: PACRN: AA Packaging LvL MIL Pack Lvl B QUP 001 SPI # 00089-4358 Revision D dated 22 Nov 1982. FOB Origin shall apply, Inspection and Acceptance shall be Origin and Quality Assurance is Standard. The proposed contract action is for supplies and services for which the Government intends to solicit and negotiate with only one or a limited number of sources under the authority of FAR 6.302. This notice of intent is not a request for competitive proposals. Interested parties may identify their interest and capability to respond to the requirement or submit proposals. Only written or faxed requests received directly from the requestors are acceptable. Reply fax number is (405) 739-4350, Attn: Rose Akeroyd. Award for new manufacture will be made only if the offeror meets qualification requirements at the time of award in accordance with FAR clause 52.209-1. The solicitation identifies the office where additional information can be obtained concerning qualification requirements as cited in each individual solicitation. It is suggested that small business firms or others interested in subcontracting opportunities in connection with the described procurement make contact with the firm(s) listed. Specifications, plans, or drawings relating to the procurement described are incomplete or not available and cannot be furnished by the Government. Based on market research, the Government will use the provision at 52.212-1-Instructions to Offerors - Commercial, applies to this acquisition for the described supplies or services. The Provision at 52.212-2, Evaluation -Commercial Items, will be used to award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solictation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers and in this order of importance: 1. Qualification Requirement, 2. Price or Cost, 3. Past Performance, 4. Delivery. All offerors shall include a completed copy of the provision at 52.212-3 Offeror Representative and Certifications-Commercial Items, with this offer. Clause 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items, applies to this acquisition. An Ombudsman has been appointed to hear concerns from offerors or potential Offerors during the proposal development phase of this acquisition. The purpose of the Ombudsman is not to diminish the authority of the program director or contracting officer, but to communicate contractor concerns, issues, disagreements, and recommendations to the appropriate government personnel. When requested, the Ombudsman will maintain strict confidentiality as to source of the concern. The Ombudsman does not participate in the evaluation of proposals or in the source selection process.
