Description
The major objective of this procurement is to examine animal model systems and to generate tissue samples as a result of treating animals under defined protocols. Scientist in the Contractor's laboratory are expected to participate as fully as possible in the design, implementation, interpretation, and reporting of study results. The Contractor shall be primarily responsible for the conduct of the studies. The duration of each study will ordinarily be from one to two years, but may be shorter. The route of chemical administration will depend upon the choice of the chemical. Hazardous chemicals, i.e., carcinogens and radioisotopes, shall be used in these studies unless otherwise specified by the Project Officer. NIEHS scientists shall determine the chemicals and animal model systems that shall be employed. The exact design of each experiment, after choice of chemical and animal model, shall be jointly determined by the Project Officer and the Contractor. Optional capabilities either provided by the Contractor directly or through appropriate subcontracts include, but are not limited to histopathologic diagnosis or tissue samples, routine molecular analyses such as PCR genotyping, slide-based stereology, and measurements for cell proliferation and apoptosis. Each option may be exercised more than once during the course of the contract subject to the availability of funds. The following tasks are required: (a) Perform specified surgical manipulation on experiments animals. (b) Perform routine clinical observations such as recording weights and assessing general health. (c) Assess clinical observations to determine if early sacrifice on animals is required. (d) Perform routine necropsy and gross pathological examinations. (e) Assess the tumor response and other toxicological responses as a function of dose and duration of treatment. The Contractor shall have the capability to provide the following optional task either directly or via appropriate subcontracts: Provide temporary housing and care of experimental animals transferred from the NIEHS Comparative Medicine Branch in the event of a problem (ie. facility service interruption, disease outbreak in adjacent colonies, etc.) or those from outside sources that do not meet the NIEHS health status requirements. The Contractor shall have the capability to house and maintain up to 1800 rats and 14,000 mice at any one time. The nature of the type of investigations necessitates that the Contractor's laboratory be located within a sixty (60) minute driving distance to the NIEHS to enable the NIEHS scientist active participation in ongoing studies. The North American Industry Classification Code (NAICS) is 541710 and the small size standard is 500 employees or less. See numbered Notes 1 and 26.
