Description
The U.S. Department of Transportation, Maritime Administration (MARAD), maintains ship stowage facilities for obsolete ships in the National Defense Reserve Fleet (NRDF) at the James River Reserve Fleet (JRRF), in Fort Eustis, VA; the Suisan Bay Reserve Fleet (SBRF), north of San Francisco, CA; and at the Beaumont Reserve Fleet in Beaumont, TX. These ships have become obsolete, many are in a dilapidated, unsafe condition, and to some degree all contain various quantities of fuels, oils, asbestos, PCBs, lead paint, and other hazardous materials and hazardous wastes. It is the intent of MARAD to issue at least one, and possibly more, Two-Step Invitation for Bids within 2003 for the complete dismantling and the hazardous materials/hazardous waste (HM/HW) removal and remediation/disposal for various ships in the NDRF. The exact ships will be identified in each Two-Step IFB at the time of release. These IFBs will be limited to domestic ship disposal proposals due to the poor condition of the ships chosen for disposal under them and their inability to be towed outside of the United States. Depending upon the bids received, each ship may be awarded separately, or multiple awards may be made involving any combination of the ships, or alternatively, only one award may be made for all the ships included in any one IFB. It is the Government?s intent to contract for the dismantling portion of the work on a firm fixed price basis, with the HM/HW remediation and disposal performed on a cost basis based upon actual, verifiable quantities of material/waste removed. It is expected that the first IFB for this effort will be posted on the FedBizOps website in April 2003. All IFBs issued will be subject to the availability of funding.
