THIS MODIFICATION AMENDS THE ORIGINAL IFB AS FOLLOWS: 1. THE DUE DATE FOR PROPOSALS IS EXTENDED TO APRIL 11, 2003 FROM MARCH 31, 2003. 2. AN ADDITIONAL SHIP CHECK WILL BE HELD ON MARCH 25 AND MARCH 26, 2003. THIS WILL BE THE FINAL SHIP CHECK FOR THIS IFB. PARTIES INTERESTED IN ATTENDING SHOULD CONTACT MR. TOM MACKEY AT (504) 589-2000 x 248. 3. THE YELLOW HYDRAULIC CRANE WITH ASSOCIATED COMPONENTS, AND THE FOUR WHEELED CHERRY PICKER, THAT ARE NOW ON THE WATTS BELONG TO THE U.S. COAST GUARD AND WILL BE REMOVED FROM THE VESSEL PRIOR TO ITS DISMANTLING. THEY ARE NOT PART OF THE SCRAP FOR RESALE. 4. SECTION C, PARAGRAPH K IS AMENDED BY DELETING THE REFERENCES TO FAR CLAUSES 52.245-2(i) AND 52.245-5(i). INSTEAD, THE RELEVANT FAR CLAUSE IS 52-237-4. ALL OTHER TERMS AND PROVISIONS OF THE ORIGINAL IFB REMAIN THE SAME. The U.S Department of Transportation, Maritime Administration (MARAD), currently berths the National Defense Reserve Fleet (NDRF) vessel ?ex-Albert E. Watts? in a heavy weather moored condition at Little Sand Island, Mobile Bay, Alabama. This 4,551 long ton tanker was built in 1941, and has become obsolete. It is not operational, is extremely deteriorated, and contains unknown quantities of fuels, oils, asbestos, PCBs, lead paint, and other hazardous materials and wastes. It is MARAD?s intention to issue a Two Step Invitation to Bid (IFB) within the next month for the complete dismantling and hazardous materials/hazardous waste (HM/HW) remediation and disposal of this vessel. The Government intends to contract for the dismantling portion of the work on a firm fixed price basis, with the HM/HW remediation/disposal performed on a cost basis based on actual, verifiable quantities of materials and wastes found on the vessel during the remediation and disposal process. It is expected that the IFB for this effort will be issued on the FedBizOps website in February of 2003. The IFB will be issued subject to the availability of funding.
