Description
NA The U.S. Army Communications-Electronics Command (CECOM) intends increase the maximum quantity of BA-5347/U batteries that can be ordered under Firm-Fixed-Priced Contract Number DAAB07-98-D-R311 with Mathews Associates, Inc. (MAI) of Sanford, Florida, from 75,000 to 225,000. This is a restricted acquisition under the authority 10 U.S.C. 2304(c)(1) and FAR 6.302-1, Only One Responsible Source. MAI is the only source that has designed and produced this battery in accordance with the Government's safety and performance requirements. Any other source's product would need to undergo required safety and First Article Testing that would result in delivery delays of approximately one year from contract award. The Government has initiated a follow-on multiple-awa rd, competitive acquisition (NextGen II, Phase IV), and projects contract awards for the BA-5347/U, or its replacement, in September 2003, with deliveries anticipated to commence in September 2004. This battery is the only non-rechargeable power source fo r use in the Thermal Weapons Site (TWS). The TWS is undergoing widespread fielding during a military build-up, and is being utilized by forces supporting Operation Enduring Freedom, resulting in increased requirements for the BA-5347/U battery. Due to th e critical end item application of this battery for the TWS, the Government requires a steady supply of this battery in order to meet mission requirements until deliveries commence under the NextGen II, Phase IV. THIS IS SOLELY FOR INFORMATIONAL PURPOSES .
