Description
Sources Sought for potentital Prime Contract Opportunities. The intent of this sources sought synopsis is to identify potential qualified 8(a) and Historically Underutilized Business Zone (HUBZone) small business offerors for a fixed price construction contract relative to NAICS Code 81131. This is not an announcement of availability of a solicitation nor is it a means of generating a planholder's list. After review of the responses submitted regarding this potential acquisition, a solicitation announcement will be published in the Federal Business Opportunities if the Government intends to continue with the procurement. The general scope of work is for the removal of the existing dry dock elevator and provide and install a new elevator as its replacement at the North Wall of the dry dock. The elevator furnished shall be used as a personnel and material elevator. It shall be a ?Rack-and-Pinion? design, manufactured with materials conducive of providing a life cycle of 15 plus years, in a corrosive and salt laden environment. The work is located in Building 5044 at Trident Refit Facility (TRF), Naval Submarine Base, Kings Bay, Georgia. The Government will furnish the following materials and equipment to the Contractor for the work being performed: a. TRF to provide Overhead Crane and rigging Support, b. Local lay down area for new Elevator, and c. TRF will Dispose of old Elevator. The materials and equipment will be delivered to the dry dock. The elevator and all other associated materials shall be delivered 30 days prior to installation. Installation shall be performed in February 2004. Work shall be completed 30 days after notice to proceed. Submittals shall be from a company regularly engaged in the design and manufacture of elevator systems with minimum of 10 years experience in the manufacture of elevator systems. The manufacture shall either install the elevator system or provide a letter of endorsement certifying that the elevator/system installer is acceptable to the manufacturer. The elevator offered as the replacement shall be an Electric Rack-and-Pinion design and manufactured in accordance with (IAW) the applicable Engineering and Safety Standards of the industry e.g., National Electrical Code, OSHA, ANSI, ASME, etc. The over all mast height shall be approximately 83ft. The actual distance from the Dry Dock floor to the Coping Deck level is 67ft. All wiring in car, landing call stations, and traveling power and control cables shall be IAW the 2002 National Electric Code, also ?ASME A17.1a ?2002 Safety Code for Elevators? & ?A17.1 Handbook Safety Code for Elevators?. ELEVATOR REQUIREMENTS: a. Number of Elevators Required: One b. Loading Classification: ASME A17.1 Class [A] c. Capacity: 4000 pounds minimum d. Speed: 80 fpm e. Platform Size: 6? (w) x 9? (d) f. Clear Car Inside: 5? (w) x 7?6? (d) x 8?6? (h) g. Net Travel: 67? dry dock floor to top of dry dock h. Landings: Two i. Openings: Front (One) j. Openings: Rear (One) k. Car Wall Enclosure: Open wire mesh l. Car Doors: manually operated, bi-parting, horizontally opening car gates, with electrical and mechanical interlocks. m. Landings: Two n. The top landing shall have a pushbutton call station with a waterproof NEMA Type 4X enclosure. o. The Bottom landing shall have a pushbutton call station with a waterproof, NEMA Type 4X enclosure. The Bottom call station shall be on a cord approximately 75? long so it can be pulled up from the basin during flooding Operations. This station shall be a ?drop test remote unit?, designed to withstand impact from all sides. p. The Pit shall have a submersible float switch with a NEMA Type 6P enclosure, to prevent operation if there is water in the Dry Dock. q. The Pit ladder shall be 316L stainless steel r. All motors, reduction gearing, etc. shall be mounted on the top of the Car. s. The contractor shall furnish all weights to perform the weight tests during the acceptance inspection. Note: The following components shall be 316L stainless steel construction. ( 1) Car enclosures, and doors ( 2) Base and upper landing enclosure ( 3) Top and bottom landing doors ( 4) Foundation enclosure ( 5) Base frame ( 6) Rails/mast and Rails/mast tie-in ( 7) Raised foundation enclosure ( 8) Base landing ( 9) Pit ladder (10) Fasteners (11) Electrical enclosure Any substitution shall be approved by the Government before use. Freight elevator car shall be fabricated from tubular Stainless steel with metal Stainless steel expanded metal sides to top of car, fabricated of not less than 2.657 mm thick (12 gauge) 12 gauge steel. Top of car shall be not less than 1.897 mm thick 14 gauge stainless steel panels with a removable panel for emergency exit. Exit in top of car shall have an electric contact which will prevent operation of elevator when exit is in the open position. Top exit shall be provided with a latch-type lock operable from outside the elevator car and operable with a specially designed tool from within the car.
