- EPA is soliciting proposals, restricted to eligible firms certified by the Small Business Administration (SBA) under the 8(a) program, for Application Support Services in support of the Office of Pesticide Programs (OPP). OPP's mission is to protect public health and the environment from the risks posed by pesticides and to promote safer means of pest control through the registration and review of environmental and human health information on pesticides. The information management infrastructure created to support the OPP mission stores, manipulates, and shares information on approximately 1,000 active ingredients and 21,500 active pesticide products registered by OPP. There are approximately 400 groups of related active ingredients which are subject to the requirement to submit studies to OPP scientists for evaluation and review. These studies are submitted at a rate of 600-700 per month; in addition, applicants submit thousands of requests each year, along with supporting scientific data and studies, for licensing (registering) pesticides. This is a dynamic infrastructure which is subject to a variety of demands for information. The tasks in support of the Statement of Work (SOW) require work primarily on the OPP and EPA Lotus Notes 5.0 platform (and the soon-to-be-released version 6.0 platform), but also may require work on the OPP and EPA Internet/Intranet web platform, the OPP LAN, and the OPP Oracle platform. The purpose of this effort is to provide technical support services to OPP in support of the Lotus Notes/Domino applications development in order to make information readily available to OPP personnel via the LAN, and to OPP external customers via the Internet or Intranet. One contract is anticipated to result from the Request For Proposals (RFP). The contract will be a Cost-Plus-Fixed-Fee (CPFF) type with one (1) 12-month base period and six (6) 12-month option periods for an estimated total of 61,390 hours (basic quantity per each 12-month period of 8,770 hours). The NAICS code for this effort is 541519. It is anticipated the solicitation will be released on or about April 3, 2003. Proposals will be due approximately 30 days following the issuance of the solicitation. The solicitation, SOW, amendments (if any) and other related information will be available via the Internet at www.epa.gov/oamhpod1. Prospective offerors are to monitor the Internet site for the status of this solicitation and shall download the solicitation from the Internet site as hardcopies of the solicitation will not be provided. Should difficulties be encountered downloading the solicitation, the Contracting Officer may be contacted and alternate arrangements will be made to provide an electronic copy of the solicitation.
