Description
NASA/KSC plans to issue a Request for Quotations (RFQ) for payload processing capability necessary to support the Earth Observing System (EOS) AURA Mission. AURA consists of a satellite currently scheduled for launch aboard a Delta II Medium Class expendable launch vehicle (ELV) in January 2004. The requirement is to provide the processing facility and processing support services necessary to prepare the satellite for launch from Vandenberg Air Force Base (VAFB), California. Processing activity at the successful offeror's site is expected to begin mid October 2003. More detailed schedules and requirements definitions will be contained in the RFQ. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). The Government intends to acquire a commercial item using FAR PART 12. The NAICS Code and Size Standard are 541710 and 1500, respectively. The DPAS Rating is DO-C9. The anticipated release date of RFQ-10-03-0019 is on or about April 7, 2003 with an anticipated quote due date of on or about May 1, 2003. All responsible sources may submit a quote which shall be considered by the agency. An ombudsman has been appointed. See NASA Specific Note "B". The solicitation and any documents related to this procurement will be available over the Internet. These documents will be in Microsoft Office 2000 format and will reside on a World-Wide Web (WWW) server, which may be accessed using a WWW browser application. The Internet site, or URL, for the NASA/KSC Business Opportunities page is http://prod.nais.nasa.gov/cgi-bin/eps/bizops.cgi?gr=C&pin=76 Prospective offerors shall notify this office of their intent to submit an offer. It is the offeror's responsibility to monitor the Internet site for the release of the solicitation and amendments (if any). Potential offerors will be responsible for downloading their own copy of the solicitation and amendments (if any). Any referenced notes may be viewed at the following URLs linked below. All contractual and technical questions must be submitted in writing (e-mail or FAX to 321-867-4848) to Lynn E. Rafford, Contracting Officer, not later than March 31, 2003.
