- Description
- This IS a REQUEST FOR INFORMATION (Sources Sought Synopsis). This IS NOT a SOLICITATION. The Social Security Administration (SSA) intends to conduct a direct conversion in accordance with OMB Circular A-76 for mailroom , document imaging and warehouse and distribution services. Under the A-76 direct conversion process, the federal government activity is directly converted to contract without completing a full A-76 cost comparison. All affected federal Government employees serving on permanent appointments will be reassigned to qualifying, comparable federal positions. Right of First Refusal (FAR 52.207-3) will be applicable. Mailroom, document imaging and warehouse and distribution services are for SSA?s Mail Operations Branch (MOB) multi-function, multiple-site component that encompasses three locations: (1) Security West, 1500 Woodlawn Drive, Woodlawn, MD, (2) Metro West, 300 N. Greene Street, Baltimore, MD and (3) Woodlawn Office Complex, 1718 Woodlawn Drive, Woodlawn, MD. The Security West mailroom is responsible for (1) processing and releasing beneficiary notices to claimants (average of 24,365 notices daily) via on-site mailing machines and hand stuffing (2) daily delivery and pickup of folders and material (approximately 120 cages of incoming mail every week) (3) special messenger services via car runs to outlying SSA Headquarters? buildings (4) forwarding correspondence to the proper SSA modules or components (5) dispatching folders and material (approximately 1,000 folders or more dispatched daily) to components in outlying buildings, and various Government and State agencies as well as to the public (6) screening, batching , coding, scanning, and sorting incoming correspondence for scanning on on-sight high-speed scanners. The Metro West mailroom is responsible for (1) receiving, screening, sorting, recording, picking up and delivering incoming mail received from the U.S. Postal Service, the Woodlawn SSA Complex or components from within the Metro West building (2) maintaining bulletin boards in the building and providing special messenger services (3) forwarding misdirected correspondence (4) packing and sealing outgoing mail (5) metering mail using the Paragon mail equipment (6) processing Certified and Federal Express mail (6) processing and screening notices forwarded by mail that have been deemed undeliverable by the U.S. Postal Service. The Woodlawn Office Complex mailroom services SSA?s Office of International Operations (OIO) is responsible for the receipt, screening and forwarding of mail or folders received from the Operations, Security West and Metro West mailrooms and modules. The Warehousing and Distribution functions are located in the Security West and Metro West Buildings. Responsibilities include (1) receiving and shipping, loading, moving and unloading bulk mail and supplies (2) performing small scale equipment moves, (3) operating a motor vehicle for the transportation of passengers, mail, lightweight equipment and supplies to outlying buildings. All services are to be performed on-site. Mailroom equipment currently used at the three facilities necessary for performance will be transferred as Government furnished property. Contractor employees performing on-sight must meet SSA security requirements. THERE IS NO SOLICITATION AT THIS TIME; however, SSA is seeking information from interested sources. The applicable North American Industry Classification System (NAICS) code is 561431, with a size standard of $6.0 million. If you feel your organization has the corporate capability and expertise for performing this type of service, provide the following information VIA EMAIL ONLY about your company: 1) Company name, address, email address, website address and telephone number. 2) Corporate capability statement (not to exceed 2 pages) that includes similar experience (specifically, operating a large-scale mailroom) and references. This request for information does not constitute a request for proposals and submission of any information based on this request for information is purely voluntary. SSA plans to make a solicitation available at FEDBIZOPS at a later date. If a solicitation is posted, it will be preceded by a presolicitation announcement that will specify an anticipated solicitation issue date sometime in 2003.
