Description
Solicitation Notice. The Solicitation Number for this announcement is 292-02-P(CL)-0322 (Solicitation throughout this document means the same as Request for Proposal) This is a Full and Open Competition. North American Industry Classification System (NAICS) 233320 is applicable to this requirement. DESC: The National Institutes of Health plans to enter into a firm-fixed-price contract FAR part 36 (Design-Build) for construction of a Parking Garage with the capacity for eight hundred and fifty to one thousand (850-1000) parking spaces and an integral two (2) bay partial underground utility vault. The multi-story garage will consist of three (3) bays, approximately one hundred and eighty (180) feet wide by two hundred and seventy feet (270) long. This site is located in an urban setting adjacent to other on-going construction. The project site is adjacent to the Warren Grant Magnuson Clinical Center (Building 10), at the National Institutes of Health, 9000 Rockville Pike, Center Drive in Bethesda, Maryland. Solicitation/RFP and all related documents will be available approximately (15) days from the date this notice is published. The National Institutes of Health, Division of Engineering Services (DES) will oversee the design and construction of the project. The Multi-level Parking Garage will be designed and constructed under a Design-Build project delivery method with an estimated price range more than $10 million for design and construction. Design is to begin upon award with construction to begin on or about November 2002. A total contract period of nineteen (19) months for both design and construction from the date of Notice to Proceed. The National Institutes of Health (NIH) requires the services of a Contractor with specialized experience in fast-track parking garage construction. The successful firm shall provide all required architectural, engineering and construction personnel, equipment and materials to complete the management, design documentation, (schematic, design development, construction documents), scheduling, cost estimating and construction services for this project. Coordination with all appropriate State and Local and Federal government agencies such as the National Capital Planning Commission and the Maryland Department of the Environmental for obtaining all applicable permits and approvals is the responsibility of the Contractor. The solicitation(RFP) will consist of drawings, (geotechnical, topographical, site, grading, floor plan, elevations, underground utility locations, and size etc) and project manual to assist the offerors in the preparation of the technical and price proposals. No stipend will be provided for preparation of proposals. The garage site is adjacent to an operational hospital, the offerors is made aware that mitigating/minimizing noise and vibration in the design approach and during construction will be an important criteria in the selection of a successful Contractor. Selection Criteria: Technical Evaluation criterias shall be based on the following selection factors and as enumerated in detail in the solicitation(RFP) document along with subfactors. Selection criteria will be based on 60 points for technical criterias including the oral presentation and 40 points for cost/price. Award will be based on the highest rated score on the combined total of technical and cost. Technical Proposals evaluation will be in two phases. Phase one (1) evaluation of factors 1-6 and followed by Phase two (2) orals. Technical evaluation criterias are listed in descending order of importance.
