Description
Solicitation Notice. (POSTPONED) Solicitation No. 292-02-P(CL)-0322tors. 6. Location of the lead Contractors head office, which must be located within two hours from the National Institutes of Health, Bethesda, Maryland campus. In addition all Design Discplines must be registered in the State of Maryland. Technical proposal evaluation ? Phase two (2) 1. Oral presentations and interviews will be required by the firms that are shortlisted under Phase one (1) by the NIH?s Evaluation Team. The Evaluation Team will schedule oral presentations with the most highly qualified technical firms. The oral presentations will be recorded. Cost/Price Proposal 1. On completion of the oral presentations/interviews, final technical evaluations will be completed. Price/Cost proposals of only those firms that achieve the highest technical score will be opened and evaluated. If the successful offeror is a large business, a subcontracting plan in compliance with the subcontracting plan goals for participation of Small, Small Disadvantage, Woman Owned, Hubzone, Small Veterans Owned and Small Disadvantage Veteran Owned businesses will be required for review and approval prior to award. An employment report for Disabled Veterans of the Vietnam Era and other eligible Veterans is mandatory, and should be submitted along the with the above Subcontracting Plan. Proposals are due thirty (30) day after the Solicitation(RFP) is made available. Technical and Price/Cost Proposals shall be submitted at the same time in separate sealed envelopes with the Solicitation (RFP) Number clearly marked on each package. Technical and the Cost/Price Proposals shall be submitted at the time and place specified in the Solicitation (RFP) The project risks compels the Government to confirms the Contractors understanding of the project requirements prior to award and seek above minimum performance from the contractor. Therefore, the Government has determined to solicit full and open competition through the use of competitive negotiations procedures, specifically formal source selection. (Technical significantly more important than cost) As technical become more equal, cost/price become more important. The Government may choose to award without discussions.
