Description
This is a request for information. The Space and Naval Warfare Systems Center (SPAWARSYSCEN), Charleston is soliciting information for the purpose of identifying sources for balloon-launched GPS upper air meteorological sounding systems that measure standard weather parameters (wind speed/direction, temperature, dew, point/humidity, and barometric pressure height). The system must employ GPS tracking technology. The system software must provide processing, archiving, message generation in WMO and FMH formats, message editing, and data display during accent. The system must be able to provide grid overlay wind direction from extreme latitudes (>80 degrees north or south) for use at the Amundsen-Scott South Pole Station. The desired system must provide displays of Skew-T/Log-P Hodograph and calculations of atmospheric indices. Remote workstation access is required via LAN or Ethernet-to-serial modem connectivity to the receiver/processor. Remote data access, data display, and system management through termination and message generation must be controllable at the workstation location. Workstation software must be compatible with Windows NT Based OS (NT/2000/XP etc). Respondents should provide and identify at a minimum (1) system specifications, capabilities, and any data transfer and hardware failure analysis that has been completed on the product; (2) specifications and capabilities of radiosondes including any failure rates experienced; and (3) any related experience in extreme latitude sonde tracking or convincing test data to demonstrate the aforementioned grid overlay capability. Responses shall be submitted to SPAWARSYSCEN Charleston via email to: kelly.cannady@navy.mil. Responses must include the following: (1) name and address of firm; (2) size of business, including: average annual revenue for past three years and number of employees; (3) ownership, including whether: Large, Small, Small Disadvantaged, 8(a), Women Owned, HUBZone, and/or Veteran Owned Business; (4) number of years in business; (5) two points of contact, including: name, title, phone, fax, and email address; (6) DUNS Number (if applicable); (7) affiliate information, including parent corporation, joint venture partners, potential teaming partners, prime contractor (if potential sub) or subcontractors (if potential prime); (8) a list of customers for relevant work performed during the past five years, including a summary of work performed, contract number, contract type, dollar value for each contract referenced, and a customer point of contact with phone number. NOTE REGARDING SYNOPSIS: This announcement is a request for information and no contract will be awarded from this announcement. There is no bid package or solicitation document associated with this announcement. No reimbursement will be made for any costs associated with providing information in response to this announcement, nor any follow-up information requests. Respondents will not be notified of the results of the evaluation. The analysis of the information received will be utilized in formulating the acquisition strategy for any potential resultant RFP. The Government reserves the right to consider a small business set aside or 8(a) set aside based on responses hereto. The applicable NAICS code is 334519 with a size standard of 500 employees. The closing date for responses is 04 April 2003; 2:00 PM Eastern Standard Time.
