- The North East Acquisition Team intends to award an indefinite delivery indefinite quantity contracts for professional land surveying including research and field reconnaissance for the Forest Legacy Program. This contract will be for statewide services and only firms with Registered Professional Surveyors licensed in Connecticut will be considered. One contract will be issued with a one-year base period and four one-year options (potential of five years). Task orders will be issued as needed to accomplish the work. Estimated Contract Time will vary with each individual task order The work will include: record research, field reconnaissance and preparation of boundary descriptions for easements in the Forest Legacy Program. It may also include surveying to establish, retrace, mark, post and/or rehabilitate Forest Legacy easement boundaries, and monumentation and/or perpetuation of property and controlling corners; geodetic control, mapping and other incidental work normally associated with the survey profession. Over the total life of the contract, the Government will guarantee to purchase a dollar amount of $3,000 minimum $50,000 maximum. There is no minimum or maximum yearly guarantees outside those stated above. Firms qualified and interested in providing professional surveying services of the types listed above are hereby invited to submit: SF-254 (Architect-Engineer and Related Services Questionnaire) and SF-255 (Architect-Engineer and Related Services Questionnaire for Specific Project). This procurement is reserved for ?emerging small businesses?. An emerging small business is defined as one whose size is not greater than 50 percent of the numerical size standard applicable to the NAICS code assigned to the procurement. NAICS Code is 541370. Size Standard: is average annual receipts for the three preceding fiscal years of no more than $4.0 million, so therefore to be emergining small $2.0 million. In evaluating proposals, the following criteria will be applied, with 1 & 3 being of relatively equal importance, but only half the importance of criteria 2, 4 and 5. (1) Professional qualifications necessary for satisfactory performance of required services. Your firm?s Registered Professional Surveyors? experience in rural boundary and easement surveys. Amount of time, expressed as a percent that the responsible (licensed) land surveyor will be on the project. (2) Specialized experience and technical competence in the type of work required. Show years of experience in rural boundary and easement surveys of the key personnel that will be assigned to the project. Include an outline of field and office procedures, including a self inspection plan. (3) Capacity of the firm to provide the required services in the required time. List your firm?s equipment, personnel available, and procedures used to ensure reasonable deadlines are met. Include any proposed subcontractor (including SF-254 & SF 255)and specify what duties they would perform. (4) Past performance on contracts with government agencies and private industry in terms of cost control, quality of work and compliance with performance schedules. Referenced projects that are similar in scope to rural boundary surveys and property line marking. (5) Proximity of the firm to local project area, and knowledge of the locality of the project. Indicate your firm?s knowledge of local survey practices, records research and the approach you have used on previous surveys to resolve problems resulting from conflicting title or physical evidence. Submit a sample surveyor?s report accompanied by a plat (suitable for filing in the public record), which identifies a boundary conflict and provides an appropriate solution or conclusion. BE SURE TO RESPOND TO ALL FIVE (5) CRITERIA. Additional Sheets should be used to address all evaluation criteria relative to the required services. Following the initial evaluation of the qualification and performance data submitted, discussions will occur with three or more firms considered to be the most highly qualified to provide the services. Negotiations will occur beginning with the most preferred firm in the final selection. If a mutually agreeable contract can be reached, then award will be made. If not, then negotiations with that firm will be terminated and the next most preferred firm would be contacted for negotiation.
