Description

This notice is to determine the availability of potential sources to provide technical assistance to the Conservation Reserve Program (CRP) Conservation Plan of Operations (CPO) under the Farm Security and Rural Investment Act of 2002 (the 2002 Farm Bill), Public Law 107-171. Development of the CRP CPO will consist of, but is not limited to the applicant's decisions and supporting information. The CRP CPO must be technically adequate for achieving the objectives of the CRP and be in compliance with NEPA. This will include a schedule of operations and activities necessary for the successful selection of approved practices and practice components necessary to establish and maintain the vegetative cover on all acres offered for the CRP. Go to http://www.wi.nrcs.gov/tsp/docs/tspcrp.pdf for a list of Technical Service Provider Certification Categories, CRP practices and the corresponding NRCS practice(s). The CPO may contain only information related specifically to CRP or it may be a part of an overall total resource management system in which numerous conservation programs may be used to meet the natural resource needs. In order to develop a CRP CPO, a Technical Service Provider (TSP), must be certified in the following Technical Service Categories: Buffer, Certified Conservation Planner, Forestry/Agronomy, Surface Water Detention/Retention, Surface Water Management, Tillage and Erosion, Vegetative Land Stabilization, Wetlands and Wildlife and Fisheries. TechReg site at http://techreg.usda.gov/ should be monitored by individuals interested in providing technical services to NRCS. TechReg is an Internet application, which will make it easy for Technical Service Providers to register and become certified and USDA Customers to find certified providers. This is a sources sought notice. This notice provides an avenue to create a mailing list of interested parties. This notice is not a solicitation announcement for offers and no contract or agreement will be awarded from this announcement. No reimbursement will be made for any costs associated with providing information in response to this announcement or any follow up information requests. Requested Response: Interested parties are encouraged to forward a completed Interest Response Form that can be accessed at http://www.wi.nrcs.usda.gov/tsp/docs/tspssnsurv.pdf not later than April 30, 2003.
