Description
The Department of Energy (DOE) is seeking qualified small business sources under NAICS Code 562910, remediation services, to complete the cleanup of the Columbus Closure Project located at the Battelle Memorial Institute West Jefferson North facility in West Jefferson, Ohio, approximately 15 miles west of Columbus, Ohio. The contract will require removal of radioactive contamination resulting from government sponsored research work performed by Battelle Memorial Institute. The U.S. Nuclear Regulatory Commission (NRC) regulates the facility, and all sources must show that they have the capability and decommissioning experience in a regulated environment. Interested sources shall provide information which shows capability and experience in the following areas: decontamination and demolition of radioactively contaminated buildings, excavation of contaminated drains and utilities, contaminated soil removal, clean utility removal, asbestos removal, preparation of radiation surveys, radiological characterization, and final status reports, waste management which includes storing, characterizing, processing, packaging, and shipping of construction debris, sanitary waste, hazardous waste, radioactive low level waste, low level mixed waste, and possibly transuranic waste, maintenance of a regulatory compliance program which includes experience with DOE Orders, OSHA, NRC, DOT, U.S.EPA, Ohio EPA, Ohio Department of Health regulations, project management which includes developing a project management system which contains a project cost/schedule baseline, earned value reporting, and change control procedures, budget development following DOE requirements, environmental monitoring which includes air, water, and soil sampling as well as sampling of monitoring wells, surveillance and maintenance of facilities prior to initiation of D&D, industrial and radiological safety programs following an integrated safety system model, and conducting the administrative activities necessary to complete the contract e.g., management, finance and budget, procurement, legal, human resources, FOIA, congressional inquiries and records management.
