Telephone (704)373-5425 ? e-mail address mllaney@duke-energy.com All parties interested in receiving a formal solicitation package must be an approved and pre-qualified sub-contractor. The DCS Vendor Pre-qualification Profile can be obtained through the Point of Contact (POC) identified in Note 1 above or via the Web at www.dcsmox.com. The following information is applicable to all potential subcontractors: (a) Project Title: Mixed Oxide Fuel Fabrication Facility. (b) All subcontractors are required to become signatory to a Project labor Agreement (PLA). The PLA is only subject to work performed on site at the MFFF Project. A copy of the PLA will be available for review through the POC identified in note 1 at a later date. (c) The MFFF Project Site is a Drug Free Workplace and all successful subcontractors will be subject to a pre-site access alcohol and drug screening. (d) All successful subcontractors will possess an Interstate Experience Modification Rate (EMR) of 1.0 or less for the previous full three (3) year period or provide an explanation of mitigating circumstances. (e) The successful subcontractor will be required to furnish performance and payment bonds. (f) The successful subcontractor will be required to comply with the Office of Federal Contract Compliance Programs goals for employment of protected classes of individuals. (g) The successful subcontractor will be required to meet or exceed Small Business Subcontracting Goals established under the prime contract with the Department of Energy. Small Business Administration (SBA) exceptions to its ?affiliation? rules at 13 Code of Federal Regulations (CFR) ? 121.103 are in effect. Qualified companies are encouraged to establish such joint ventures or teaming arrangements for the planned acquisition, and to obtain early vendor pre-qualification from DCS as stated above. 4. The magnitude for the Mixed Oxide Fuel Fabrication Facility Site Preparation Package which includes rough grading, spoils pile removal, retention / detention ponds and rough Mixed Oxide site excavation scope of work is estimated for more than $10,000,000.00 and has an estimated completion of 150 calendar days after issuance of notice to proceed. 5. A formal solicitation is scheduled to be issued in the near future. 6. Following is a synopsis of the Summary of Work: The work to be performed under this subcontract shall consist of furnishing all labor, materials and equipment to perform site preparation activities for Duke, Cogema, Stone & Webster (DCS) to construct the Mixed Oxide Fuel Fabrication Facility (MFFF) located near F Area on the DOE Savannah River site. The construction site is near Aiken, South Carolina. The Site Preparation Package subcontract will be established as a firm fixed price subcontract. The level of quality established for this scope of work is Quality Level 4. The quality levels will be detailed within the terms and conditions of the solicitation. All work shall be performed in compliance with all local, state, federal and site requirements and regulations. The site grading subcontract includes the following major activities: surveying, grubbing and stump removal, spoils pile removal, excavation/backfill, precast concrete catch basins, culverts, and storm water runoff ditches for the purpose of site drainage and erosion control,, MFFF site grading to final site elevation, rough foundation excavation of the MOX building, general storm water pollution /erosion controls, installation of the detention and retention ponds and installation of the MFFF temporary site roads and parking lots. The subcontractor may be required to order concrete including independent sampling and testing from a DCS Indefinite Delivery Indefinite Quantity subcontract as soon as it is established. The notice to proceed for this scope of work is estimated around the October 2003 time frame.
