- This is a modification to a previous notice The following information is provided as clarification of the financial information contained in section 12.f of the MIND PRDA: The Government estimates that a single contract would cost $6.97M (million dollars) to perform all program activities and phases. The Government anticipates that $9.74M in funding may be available for the MIND contract, which is $2.77M more than the single contract estimate. Therefore, the MIND program has been structured for up to two contracts during Phase 1 at an estimated cost of $2.77M each and a single contract for Phases 2 and 3 at an estimated cost of $4.2M. The annual levels stated in section 12.f of the MIND PRDA are based on the anticipated funding available during each FY (Government Fiscal Year, October through September). Maximum use of the funding available in each FY is desired, but funds can be used in the subsequent year if necessary. The funding amount in FY03 is quite large, therefore the Government does not expect it to be completely used during FY03. Also, the duration of Phase 1 is expected to extend into FY05, however, FY05 funds are not anticipated to be allocated to Phase 1 activities. Therefore, FY04 funds should be used to perform Phase 1 activities conducted in FY05. A funding shortfall currently exists in FY05 and FY06. The Government has approximately $7.4M in total funding for the MIND contracts, which is short of the $9.74M needed. The Government expects to start the MIND program while continuing to address this funding issue. This shall not be interpreted as an obligation on the part of the Government to fund the MIND program at the stated annual or total levels.
