Description
NA This is a combined synopsis-solicitation for commercial items prepared IAW the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes a the only solicitation; quotes are being request ed and a written solicitation will not be issued. This requirement is for 1-each portable HazMat Chemical Identifier. Equipment must be capable of being decontaminated. Must be a compact, mobile system able to operate in a variety of outdoor environment s. System must function with intuitive software, viewable on large, high quality color LCD touch screen. Software must be user friendly and user replaceable to minimize costs and maximize user time. Needs to analyze full range of samples. Operability o f system must be assured through wide range of provided power supplies and inverters. Complete system must include but is not limited to: IR100 Spectrometer-Ge on KBr beamsplitter (7800-375 cm-1), DTGS detector, 1 cm-1 resolution--Hard shell case-integrat ed handle and wheels with foam protected interior--DC/AC automotive accessory adapter (cigarette lighter socket) 12 volt power inverter--portable battery power pack with 5-hour operation capacity--Standard AC 85-240 volt operation--Foundation Endurance dia mond ATR accessory--Foundation 10cm gas cell--Foundation transmission holder--Two scandisk Compact Flash cards--Software Standard Operating Procedures for field analysis operation--Transport English Language Kit--English Encompass with Encompass Macros Sof tware for IR100--Transport U.S. Power Accessories Kit available for those who require UL marked devices--Hazardous Material Spectral Databases in Flash Format--Aldrich Solvents, 246 Spectra--Hazardous Chemicals Condensed Phase, 411 Spectra--Commercial Mate rials, 212 Spectra--Lubricants & Oil, 1,576 Spectra--Aldrich Vapor Phase, 5,010 Spectra--EPA Vapor phase. 3,300 Spectra 2-Day Custom On-Site Training . Award will be made based on the lowest priced technically acceptable proposal received in response to th is solicitation. A technically acceptable proposal is one which complies with the product requirements listed in this solicitation. Proposal should include descriptive literature indicating compliance with the product specifications contain herein. The clause at FAR 52.212-4, Contract Terms and Conditions (Apr 1998) and the clause at FAR 52.212-5, Contract terms and conditions Required to Implement Statutes or Executive Order-Commercial Items (Jun 1998) applies to this acquisition. Under paragraph b, th e following clauses are incorporated: 52.203-6, Restrictions on Subcontractor Sales to the Government, with Alternate I, 52.222-26, Equal Opportunity? 52/222-35, Affirmative Action for Disabled Veterans of the Vietnam Era; 52.222-36, Affirmative Action for Workers with Disabilities; 252.222-37, Employment Reports on Disabled Veterans; 52.225-3, Buy American Act-Supplies. The clause 52.232-33, Mandatory Information for Electronic Funds Transfer Payment (Aug 1996) applies to this solicitation. The clause a t DFARS 252.212.7001, Contract Terms and Conditions Required to Implement Statutes to Defense Acquisition of Commercial Items (Nov 1995), is applicable to this acquisition.
