Description
NA DESIGN OF A FAMILY READINESS CENTER (FRC) and DESIGN OF NEW OFFICE SPACE FOR THE FACILITIES MANAGEMENT OFFICE to include feasibility study and report, contract drawings, technical specifications and detailed cost estimate for construction. The project (Fa mily Readiness Center) shall involve the renovation of Building 14, a 4,200 square foot office building at Camp Johnson in Colchester Vermont. The new facility shall contain a childcare area, teen center, kitchen, conference room and office space. The bu ilding and bathrooms will be modified to make the building handicap accessible. The disciplines required to accomplish the proposed design shall include; architectural, electrical, mechanical, and minor landscape design. The construction cost is estimate d to be between $25,000 and $100,000. The negotiated firm fixed price A-E contract will be for preparation of sketch plans, associated meetings and contract documents for the Family Readiness Center. The project (New Office Space for the Facilities Manag ement) to include a feasibility study, report, contract drawings, technical specifications and detailed cost estimate for construction. The new facility (4,700 square feet) shall consist of office, kitchen, bathroom (with showers) and conference room. Th e disciplines required to accomplish the proposed design include; architectural, electrical, mechanical, civil, structural, environmental and landscape design. The estimated construction cost is $250,000 to $500,000. The negotiated firm fixed-price A-E c ontract will be for investigative services and design services. The architect shall investigate the feasibility and costs associated with finding a site for the new office space in four possible locations. These locations include an addition to the State Facilities Maintenance Building (Building 5), renovation of Building 5 and the former Organizational Maintenance Shop (OMS) Building 2, renovation of two historic buildings or a new stand-alone office building. Results of the investigation shall be prese nted in a report with detailed cost analysis. The VTARNG will then decide on a location and the consultant shall obtain required survey and subsurface information and initiate the design. Design submissions shall include sketch plans (35%), final plans, specifications and estimate (95%), and Contract Plans. All interested firms must submit updated SF245/255?s to the Vermont National Guard. Firms having recently submitted updated SF245/255?s within the past twelve months need not resubmit, however, a letter requesting consideration for this particular service will be required. Firms desiring consideration shall submit appropriate data as described in Numbered Note 24, NLT 30 days from the date of this publication, to Mr. Timothy Gariboldi, Vermont National Guard, ATTN: USPFO-VT, Purchasing and Contracting Div ision, 789 Vermont National Guard Road, Colchester, Vermont 05446-3099. Specific evaluation criteria in descending order of importance, with items 2 through 6 being equally weighted, are as follows: (1) Past performance in terms of cost control, qualit y of work, and compliance with performance schedules; (2) Professional qualifications to include firm size, available disciplines, and suitability of organization; (3) Specialized experience and technical competence with the types(s) of work contemplat ed; (4) Capacity of the firm to accomplish the work in the required time; (5) Volume of DoD work ? this is an inverse criterion with the object effecting an equitable distribution of DoD requirements among qualified sources; (6) Demonstrated success i n prescribing the use of recovered materials and achieving waste reduction and energy efficiency in facility design; (7) Location ? proximity to the Army National Guard Headquarters Camp Johnson, Colchester, Vermont. All firms are advised that they will be ineligible to compete for the construction contracts for which they have designed. Contract num bers, award dates, and total negotiated fees for any DoD contracts awarded in the last twenty four months must be addressed in Item 10 (last page) of SF 255.
