Description
The US Army TACOM-ARDEC is conducting a Market Survey to identify potential sources to manufacture high strength (>= 1310 MPa) and high toughness (>= 31 J Charpy v-notch impact at ?40C) ESR or VAR steel for Tube, Breechring and Breechblock Forgings in support of the LW120 Vehicle Dynamic Response Demonstration (VDRD) Program. The contractor must possess the technical capability to provide the forgings including the requisite engineering staff, equipment and expertise to satisfy the US Government requirements. The contractor shall; (i) manufacture, inspect and deliver: two (2) tube forgings, two (2) breechring forgings and two (2) breechblock forgings; (ii) perform a First Article Test (FAT) on each type of forging; (iii) submit reports in accordance with the Contract Data Requirements List, DD 1423 for each forging; (iv) submit a Certificate of Conformance Report in accordance with the applicable drawings and material inspections for each production forging; (v) submit a FAT Qualification Report showing results of FAT (qualifications include chemical analysis, macroetch, hardness variation and various mechanical properties including fracture toughness per ASTM E 399). The Technical Data Package (TDP) contains sensitive technology included on the Militarily Critical Technology List (MCTL). Therefore the TDP is restricted by the Arms Export Control Act Title 22, U.S.C. Sec 2751 and is subject to DoD Directives 5230.24 and 5230.25. All requests for the TDP must include a certified copy of DD Form 2345, "Military Critical Technology Data Agreement". All technical data will be marked with limited distribution and dissemination only as directed by the Benet Labs Engineering Team, AMSTA-AR-CCB or higher authority. Firms with the experience in the areas cited above should provide a summary of their company?s capabilities including a description of facilities, personnel and past experience to meet this requirement by 3 April 2003 in accordance with Note 25.
