Description
NA The US Army Communications-Electronics Command (CECOM) Acquisition Center-Washington, on behalf of the CECOM Night Vision and Electronic Sensors Directorate (NVESD), Countermine Division, Humanitarian Demining Team, plans to negotiate a sole source contrac t with NIITEK Corporation, VA to evaluate the Wichmann 1.2-meter antenna's performance against both metallic and low-metallic AP mines and to assess whether this radar has potential to meet the Humanitarian Demining (HD) needs. The NIITEK GPR uses the Wich mann 1.2-meter antenna and was designed and developed by NIITEK Corporation under the Army program to detect primary antitank (AT) mines and has shown promising results in detecting the AT mines. Because the HD environment requires clearing minefields con taining AP mines as well as AT mines, it is important to evaluate the antenna's capability against AP mines. Under this effort, the contractor shall be tasked to perform the following tasks: 1) Integrate Wichmann antenna onto a robotic platform for data acquisition; 2) Acquire data with the Wichmann antenna over low-metal antipersonnel mines and develop algorithms for detecting these mines in the radar data; 3) Integrate the test results into the design of a prototype mine detection system according to re quirements suitable for humanitarian demining; and 4) Develop and build a prototype system consisting of a 1.2 meter wide GPR based detection system based on the NIITEK-Wichmann radar array design that can be used over mild terrain to detect AT and AP mine s for Humanitarian Demining efforts. In addition, the contractor shall be tasked to conduct a research effort in developing a faster antenna. The statutory authority for other than full and open competition is 10 USC 2304 (c)(1); Only One Responsible So urce and no Other Supplies or Services will Satisfy Agency Requirements.
