Description
NA The U.S. Army Environmental Center, Aberdeen Proving Ground, MD 21010, intends to solicit on a sole source basis under the authority of FAR 6.302-1, with Atlantic Research Corp, Gainesville, VA for the one-time purchase of services entitled Provide Support for Collection of Contractor Environmental Quality Costs for Missile Systems. The contractor will be required to identify and quantify the actual environmental quality costs associated with the research, development, test, evaluation, production, operat ion and support of selected Army weapon systems (or the weapon system components) that the contractor has responsibility for. ARC possesses unique environmental quality data from existing and evolving weapons systems needed for developing accurate data. T he contractor shall provide all contractor environmental costs (if any) associated with: developmental engineering, producibilitity engineering and planning, developmental tooling, prototype manufacture, system engineering/program management, infrastructur e, system test & evaluation (including targets, missiles, and range costs), training, data, support equipment (peculiar, common), facilities, non-recurring production (e.g., initial production facilities, production base support, other), recurring producti on (manufacturing, recurring engineering, sustaining tooling, other), engineering changes, fielding (initial reparable, initial consumables, initial support equipment), transportation, contractor logistics support, modifications, construction, personnel, system-specific base operations, replenishment repairables and consumables, overhaul, supply depot support, demilitarization, and disposal are required. The period of performance will be 180 days, with an initial meeting conducted five days after award an d subsequent meetings 30, 60 and 120 days after award. Contractor will be required to deliver monthly progress reports as well as a final comprehensive report. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within ten days after date of publication of this synopsis will be considered by the government. A determination by the Government not t o compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Notes 22 and 26 apply.
