Description
NA The U.S. Army Corps of Engineers, Seattle District, is seeking HUBZone sources to provide inventory, characterization, packaging, loading, labeling, manifesting, transportation and disposal of non-hazardous, hazardous and toxic waste (HTW) in accordance wi th applicable federal and state laws and regulations for principally federal facilities inWashington, Idaho, Oregon and Montana, and various locations throughout the northwest. Proposed procurement will result in award of Firm-Fixed Price Indefinite Delive ry-Indefinite Quantity contract. As requirements develop, task orders will be issued. HUBZone Businesses interested in submitting a proposal in response to the Request for Proposals, should provide the requested information: 1. Experience/Successful Completion of Waste Handling/Disposal Projects a. provide a written description of HTW handling/disposal projects successfully completed, or substantially completed (90 percent or more at the time of this submittal). Description should include project title, location, client, type of material, me thod of handling/disposal, cost and dates completed. Projects in past 2 years. For this factor projects are identified as single locations or single Task or task orders under indefinite delivery contracts. (List at least five but not more than eight proj ects. Only the first eight projects identified will be evaluated.) If non-government projects are used, provide a complete description of the project location. An agency or customer POC should be provided for each example. b. For each project identified in 1A, information should be provided which shows original cost to completion versus actual cost for completion, and information, which shows your firm?s ability to minimize cost growth. (If actual costs may not be use d, percentages are acceptable.) c. Demonstrate by providing examples of your ability to work on multiple site/projects in several states simultaneously. Examples should include project title, location, work performed and cost and dates performed. Please provide solicitation numbe r, project title, location, POC and phone numbers for DOD projects proposed on in the past year as a prime contractor. d. Demonstrate your experience by providing specific examples of projects using local, state, and federal regulations applicable to waste handling and disposal in the Pacific Northwest. Describe the project, location and respective regulations applie d. e. For each project identified in 1A, information should be provided which shows original completion schedule versus actual completion schedule. f. Has your firm received any citations or warnings for violations related to any type of waste handling/disposal project? Provide all details in reference to citations or warnings received. 2. Management and Personnel Capabilities a. Provide background information for key personnel, highlighting past experience with all types of waste handling/disposal knowledge. Include any citations or warnings that the firm has received for violations related to any type of waste handling/ disposal project. Include a summary of applicable training including health and safety training and experience with various state and federal regulations. b. Provide background information for key subcontractors, highlighting purpose in partnering, past experience with waste handling/disposal knowledge. Include any citations or warnings that the firm has received for violations related to any type of waste handling/disposal project. Include a summary of applicable training including health and safety training and experience with various state and federal regulations. c. A complete organization chart should be provided identifying corporate structure and key personnel involved in contract execution. Teaming arrangements should be identified as well as primary points of contact with teaming firms. Submit information in all of the a bove areas in sufficient detail to permit proper evaluation. Submittal of information must be in a format that follows the sequence of criteria set forth above. Absence of information will be deemed as if no support for the item or data on that area of e xpertise is available. Please provide three (3) copies of your submittal data, as specified above, to the following address no later than 25 February 2003, 2:00 p.m. local time: U.S. Army Corps of Engineers, Attn: CENWS-CT-CB-CU, Sandy Thomson, P. A decision will be made no later than 11 March 2003 whether to have this procurement issued as a HUBZone set-aside or unrestricted. This synopsis w ill be modified to incorporate the final decision. Firms will be notified via letter of results of this attempt to identify qualified HUBZone offerors. This project is for NTE $1.5 million a year with options for 4 years for a Not-To-Exceed amount of $7. 5 million. To be eligible for contract award a firm must be registered in the DoD Central Contractor Registration (CCR) database. Register via the CCR Internet site at http://www.ccr.gov or by contacting the DoD Electronic Commerce Information Center at 1-888-227-24 23. The North American Industry Classification System (NAICS) Code is 562211 with a size standard of $10.5 mil. The solicitation will be available for download on or about 21 March 2003 with a proposal due date on or about 22 April 2003. This solicitation will be issued as an Electronic Bid Set (EBS) on the Seattle District U.S. Army Corps of Engineers Web page in electronic format only. No disks will be mailed.
