Description
The Internal Revenue Service (IRS) intends to negotiate a non-competitive contract with Johnson Controls Incorporated, 2065 Nonconnah Boulevard, Memphis, Tennessee 38132 for the maintenance of a government owned security system and the monitoring of a Government owned fire alarm system at the Memphis Internal Revenue Service Center (MIRSC), 5333 Getwell Road, Memphis, Tennessee. The system in use at MIRSC is the Cardkey Pegasys 1000, a multi-user, multitasking, PC-based system with a central processing unit, remote data gathering panels, reader interface modules, closed circuit televisions, multiplexers and Video Recorders, and printers linked together via a communications network. The communications network is distributed throughout the facility through the use of telecommunications frame rooms. Interfacing with the Cardkey Security System is the Cardkey Video Badging System, a TOA Master intercom System, a Burle/Philips closed circuit Television System, and the Simplex Fire Alarm System. The security system includes 31 different devices totaling over 900 pieces of equipment. Additional equipment may be added in the future. Contractor will be expected to maintain on site an inventory of common devices equipment, parts, and supplies necessary to make immediate repairs or replace malfunctioning equipment. Personnel requirements include an on-site Electronic Technician certified as trained by the manufacturer (Cardkey). The on-site technician will perform preventative and remedial maintenance on all equipment. Contractor should be able to provide an additional technician on short notice who possess the same qualifications as the on-site technician to fill in if the on-site technician is not available or if an additional technician is required on-site. The contractor shall also provide a Project Manager to make periodic inspections of the work performed by the technician and to occasionally meet with Government Personnel to discuss security system issues. This notice of intent is not a request for competitive proposals. Written responses to this synopsis should be received within 15 days of this announcement and must include sufficient documentation to establish that you are capable of providing the required services. Documentation must show that you have technicians trained and Certified by the manufacturer and that you will be able to provide an on-site and backup technician in Memphis, TN. Written responses will be used to determine if this acquisition will be competitive.
