- Description
- In accordance with FAR Part 12 and Part 13 Commercial and Simplified procedures, the U.S. Environmental Protection Agency intends to negotiate on a sole source basis with Horiba Instruments to increase test capacity on single 48" roll dynamometers. The EPA NVFEL, located in Ann Arbor MI, has a near-term need to increase test capacity on single 48" roll dynamometers. This is in part due to a shift in the demands for in-use surveillance test programs, as the population of vehicles originally certified on large-roll dynamometers age to the point where they become of interest to our in-use programs. In order to provide optimum measurement capability suited to this shift in our test programs, EPA is planning to adapt the Horiba CDTCS/MEXA ? sampling and analytical system dedicated to D004, a twin 8.65" inch roll dynamometer, to also collect sample from D005, a single 48" roll dynamometer. EPA believes this can be accomplished in a straightforward manner, extending the capability of the existing modern, capable and robust system. The existing system contains proprietary Horiba Instruments software and equipment. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. However, interested parties may identify their interest and capability and respond to the office identified above. Documentation must be received by April 3, 2003 in order to be considered by the EPA. A determination by the Government not to compete this proposed contract based upon assessment of responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
