SCOPE OF WORK Mid-Atlantic Region: PBS-Philatlantic Realty Services District 100 Penn Square E. ? Room 613: Philadelphia, PA. 19107-3396 I. PROJECT IDENTIFICATION A. IDENTIFICATION Project Title: Metal Bar Grating Replacement Building: U. S. Custom House Location: 200 Chestnut Street Philadelphia, PA. 19106 Building Number: PA0144ZZ Project Number: RPA-00000 B. OVERVIEW AND SCOPE Replace existing bar grating at areaways, within the building?s perimeter, indicated on Drawings. Replace existing supporting steel angles. Provide new anchor studs and nuts to support steel angles. Fabricate all components in the shop. Immediately upon removal of the existing grating, temporarily cover the existing areaways with approved grating or other similar approved material assemblage that has openings to permit continued building ventilation while protecting the public and preventing access to the areaways. Obtain approval of shop drawings and catalog cuts for all components prior to fabrication. Dimensions shown on Drawings are approximate. As part of this work the contractor will submit a proposal for the ash lift elevator on 2nd street. The elevator is no longer in use and can be sealed off. The contractor will submit a detailed description of how they will accomplish this. II. PROFESSIONAL SERVICES A. REPLACEMENT AND RELATED WORK In accordance with Specification Section 05500 ? Replace existing metal bar grating, supporting angles and anchor bolts at locations shown on Drawings. Remove or cut existing anchor bolts flush with wall surface. Fill holes where anchors are removed with non-shrink grout. Provide new steel grating and supporting steel angles at the same locations as existing. Verify dimensions indicated on Drawings prior to fabrication. New grating and installation shall conform to National Association of Architectural Metal Manufacturers Metal Bar Grating Manual (ANSI/NAAMM MGB 531-93), Type R-18-7 (1-1/4 x 3/16). Attach each grating panel to supporting ASTM-A36 steel angles with new steel saddle clips, bolts, tamper-resistant nuts and washers at each corner of panel. Provide ? in diameter, stainless steel, chemical or expansion anchors, nuts and washers at 2?-0? o/c. in vertical leg of supporting angle. Do not install anchors in existing holes. Thoroughly clean drilled holes prior to installation of anchors. Anchors shall be capable of resisting a shear force of 1200 pounds with a safety factor of 4 as determined by testing per ASTM-E488 conducted by a qualified independent testing agency. Expansion anchors shall meet Federal Specification FFS-325. Chemical anchors shall conform to ASTM-C881. Conduct 1,000 pound pullout tests on two anchors selected by the Contracting Officer. Failure of either or both anchors will result in a requirement to test all anchors. Any anchor that fails the ?pull-out? test will be required to be replaced at an adjacent location. Provide 2?-0? wide access grates with three steel hinges and hasp at locations indicated on the plan. Where irregularities in the existing wall prevents flush mounting of steel angles, fill spaces between angles and wall with non-shrink grout. Submit for Contracting Officer approval product information for grating, saddle clips, angles, and paint. Submit shop drawings for approval showing layout and configuration of new grating and angles. B. PAINTING Prepare metals, after fabrication to receive shop coatings in full accordance with manufacturer?s recommendations and with SSPC-SP6, ?Commercial Blast Cleaning?, requirements. Paint all metals in shop using one of the following paint systems: 1. Tnemec Co. Inc. ?90E92 Tnemec-Zinc? with minimum thickness of 3.0 dry mils, with a topcoat of ?Series 66 Hi-Build Epoxoline? with minimum thickness of 5.0 mils. 2. Ameron ?Dimetcote 3? with minimum thickness of 3.0 dry mils, with a topcoat of ?Americoat 66? with minimum thickness of 5.0 dry mils. 3. Carboline Co. ?Carbozine # 11? minimum thickness of 3.0 dry mils, with a topcoat of ?190B Hi-Build Epoxy? with minimum thickness of 5.0 dry mils. The color of the topcoat shall be black as approved by the Contracting Officer. Submit color samples for Contracting Officer selection of color and gloss. Repair all damaged painted surfaces after installation of new grating. III. ADDITIONAL REQUIREMENTS AND CRITERIA A. HOURS OF WORK All work will be completed during normal building operating hours. Normal operating hours defined as Monday through Friday, 7:00 A.M. to 5:00 P.M., except for Federal Holidays. Before starting project, the Contractor shall submit an installation schedule for the Project Manager/COR?s approval. During the project, the Project Manager/COR reserves the right to adjust the installation schedule for the convenience of the Government. General: All work will be completed during normal building hours Contractor will also perform any necessary clean up to maintain a safe passage way. This includes but not limited too, removing any debris, & sweeping any area affected by their work. Contractor is responsible to provide any cleaning equipment that is deemed necessary to clean work area. A list of the areas where the work needs to be completed is attached, the measurements are approximate, and are not recommended to be used for your estimate. A walk through will be conducted on March 31st, 2003 at 10:00am, at that time the contractors should take their own measurements. Contractors can also set up times for other site visits if necessary. Security Measures: SECURITY CHECKS: If your contract requires that contractor employees will be on site at a government facility on a recurring basis, or for an ongoing period of time, background suitability checks are required as specified in this section. If contractor?s employees will be working at the government facility on a short term (1 day, intermittent or non-recurring) basis and for whom a government-approved escort can be provided, background suitability checks are not required. Verify this requirement with the Contracting Officer. Note: an approved escort shall be a government employee assigned by the responsible contracting office. FPS will not furnish escorts. I. SECURITY REQUIREMENTS II. CLEARANCE OF PERSONNEL (1) Submission of Forms. Unless otherwise specified, to obtain clearances for personnel, the contractor shall submit to the COR, no later than fourteen (14) days prior to the starting date of the contract, one (1) completed forms FD258, "Fingerprinting Charts", and one (1) GSA Form 176, "Statement of Personal History?, for those officers of the firm, who for any reason, may visit the work site during the period of this contract and for all employees who will require access to the building in performance of the contract work. These forms shall be submitted for replacement employees fourteen (14) days before entrance on duty. The Government shall furnish necessary forms. NOTE: Initial security clearance checks may take longer than 14 days. Plan accordingly. (2) Unsuitable Employees. If the Contracting Officer receives an unsuitable report on any employee after processing of these forms, or if the COR finds a prospective employee to be unsuitable or unfit for his assigned duties, the contractor shall be advised immediately by the Contracting Officer that such employee cannot continue to work or to be assigned to work under the contract. The contractor must then take action to remove the employee from the GSA contract. (3) Criteria for Eligibility. The principal factors used in the adjudication process in determining whether a person?s conduct would be expected to interfere with the ability of the applicant(s) to function in the position, or if the applicant?s past conduct was such that the safety of Federal employees and/or visitors to delegated an/or GSA-controlled facilities would be in jeopardy, are outlined below: (a) Any type of misconduct or negligence in prior employment which would have an effect on the quality of security and protection provided to customer agencies, or prior conduct which would interfere with and/or prevent a Federal agency from carrying out its operational responsibilities; (b) The following crimes are acts, which could disqualify prospective or regular employees: ? Abuse or neglect of a child or other dependent person entrusted to their care ? Child molestation ? Forcible or statutory rape ? Possession and sale of narcotics and/or dangerous drugs ? Arson ? Murder ? Kidnapping ? Robbery ? Burglary ? Larceny ? Theft ? Aggravated assault ? Buying, receiving or possessing stolen property ? Embezzlement, forgery, counterfeiting ? Fraud ? Under ATF Standards, any felony (for guards only who are required to carry firearms). ? Falsifying a personal history application (4) Prior Clearance. Employee clearances obtained through this process are valid for a period of five (5) years. When such prior clearances are due to expire within the performance period of the contract, contractors are responsible for timely resubmission of all information necessary to apply for a new clearance. (5) Government Control. The Government shall have and exercise full and complete control over granting, denying, withholding or terminating clearances for employees. The Government may, as it deems appropriate, authorize and grant temporary clearance to employees of the contractor. However, the granting of a temporary clearance to any such employees shall not be considered as assurance that full clearance will follow as a result of condition thereof, and the granting of either temporary or full clearance shall in no way prevent, preclude or bar the withdrawal or termination of any such clearance by the Government. III. IDENTIFICATION/BUILDING PASS (1) Issuance of Passes. The contractor shall see that every new employee has a GSA/contractor identification/building pass before the employee enters on duty. GSA personnel, designated by the COR, shall furnish and fill out these passes using GSA Form 15, "Building Pass". The contractor and the COR, or the designated representative of each, shall sign each pass issued. All passes must contain an expiration date. (2) Contractor?s Responsibilities. The contractor shall see that all employees carry their passes with them during hours and show them upon request. The COR or other GSA personnel designated by him shall periodically verify passes of contractor employees with their personal identification. The contractor shall also see that all passes are returned to the COR as his employees are dismissed or terminated, and when the contract expires. (3) Photo Identification. The contractor shall make his employees available for photo identification badges, when required by the Government, on a schedule to be worked out with the COR. The badges will be made by the Government after a favorable security report has been received on the contractor employees. GSA personnel will take the picture and furnish the equipment and material to make the identification badges. Contractor employees shall sign each badge at the time of photographing. The contractor shall issue the badges to the employees each day as they report for work and shall collect the badges at the end of the work shift before the employees leave the building. The contractor shall see that all badges are returned to the COR when employees are dismissed or terminated. The contractor will notify the COR when the employee badges are lost. It will be the responsibility of the contractor to pay for replacement badges at the rate of $2 per badge. NOTE: The use of the photoidentification badges will be at the option of the Government and may be used in lieu of the GSA Form 15, "Building Pass", as described in Paragraph B.(1) above. Submission of Bids: As part of the bid the contractor will supply the information as requested below: A) Cost will include all labor, supervision and materials to complete work. B) Contractor will include all Material Safety Data Sheets (MSDS) for any materials to be used. If there is a change in the materials to be used, between the dates the bids are due and the start of work, the contractor is responsible to furnish to GSA, new MSDS, three (3) working days prior to start date. This will have no effect on the completion date. C) Contractor will submit a detailed schedule for the work. Schedule will include at a minimum start & completion dates, dates, times, and location of work to be accomplished. Custom House Grating Dimensions 1) 143? X 561/2? 1A) Access gate 29? X 39? 2) 806?
