- This notice is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement replaces the sole source synopsis posted under classification 43 and cancelled under amendment 1; and constitutes the only solicitation; offers are being requested and a written solicitation will not be issued. This procurement is being conducted under Simplified Acquisition Procedures (SAP). NASA/ARC intends to purchase a retrofit to an existing waterjet cutting system and a new waterjet cutting system. A. Operational Specifications, New Machine: (New controller should be the same as retrofit) Intensifier Pump with a 20:1 ratio generating 55,000 psi water pressure; X & Y Axis Gantry Motion System designed for harsh environment operation; X & Y Motion with a 4' x 4' work envelope; Preloaded anti backlash recirculating ball screws; +/- 0.002 Accuracy of Motion Over Entire Travel; +/- 0.001 Accuracy Over 12 inch travel - per axis; +/- 0.001 Repeatability (Bi-directional); Remote Start Package allowing Pump start/stop from controller; Nozzle Flood w/Ultra High Pressure Plumbing; Solid Phase Abrasive Delivery Hopper w/ 800 lb capacity; Abrasive Catcher Tank 5' x 5'; Spare Parts Packages for the Pump, Attachments, Cutting Head & X Y motion system; Installation Assistance and Operational Training of new system and retrofit; To include travel expenses for 3 additional quarterly visits; Second Seat of SigmaNEST True shape, Advanced NC Programming Module and Filter; One Heavy Duty Centrifugal Abrasive Removal System; High Solid Application Closed Loop Polishing System; 5.1 Ton Capacity Chiller with 12 gpm. Pump at 43 psi. "Sized for Intensifier cooling". B. Possible Model #s of New Machine Equipment: Jet Edge Model 55-50B Intensifier Pump; Jet Edge Model 55-50B Intensifier Pump Extended Warranty; Jet Edge Model R44 High Accuracy XY System; Remote Start Package allowing Pump start/stop from controller. Includes cable and PLC; Nozzle Flood w/ 25 feet of Ultra High Pressure Plumbing; Solid Phase Abrasive Delivery Hopper w/ 800 lb capacity; Abrasive Catcher Tank 5' x 5', tank support mounted to the floor; One Heavy Duty Fine Solids Centrifugal Abrasive Removal System; High Solid Application Closed Loop Polishing System (single head); Jet Edge Model TCM AQ6 Chiller with pump "Sized for Intensifier cooling"; Spare Parts Packages for the Model 55-50B Pump, Attachments, Cutting Head & X Y motion system; Installation Assistance and Operational Training of new system and retrofit. To include travel expenses for 3 additional quarterly visits; Second Seat of SigmaNEST True shape, Advanced NC Programming Module and Filter. C. Retrofit Specifications: (Retrofit controller to be same as new machine) 1. Aqua Vision Controller, 500 MHz, 128 MB Memory with a 10 GB Hard Drive; Remote Start Package allowing Pump start/stop from controller; Installation of system up-grades One Heavy Duty Centrifugal Abrasive Removal System; High Solid Application Closed Loop Polishing System; 5. 1 Ton Capacity Chiller with 12 gpm. Pump at 43 psi. "Sized for Intensifier cooling"; Abrasive Catcher Tank 7' x 11'. D. Possible Model #s of Retrofit Equipment: 1. Jet Edge Aqua Vision Controller - Pedestal Mount (requires trade-in of existing Allen/Bradley controller) "Aqua Vision" Controller retrofit to be the same as new machine; 2. Jet Edge Advanced NC Programming Module, Same as new machine; 3. Remote Start Package allowing Pump start/stop from controller. Includes cable and PLC. Same as new machine; 4. One Heavy Duty Fine Solids Centrifugal Abrasive Removal System. New item, same on new machine; 5. High Solid Application Closed Loop Polishing System (single head). New item, same on new machine; 6. Jet Edge Model TCM AQ6 Chiller with pump "Sized for Intensifier cooling". New item, same on new machine; 7. Abrasive Catcher Tank 7' x 11', tank support mounted to the floor; 8. Installation of system up-grades E. Existing Equipment Prior to Retrofit: The WaterJet machine currently on site is a Jet Edge Model 610, Control system on this machine is an Allen Bradley 9-230 ( 3 axis controller ) with 64k memory modified to 192k and operates at 33mhz; The requested retrofit controller "Aqua Vision" will be the same as the control system on new equipment. The provisions and clauses in the RFQ are those in effect through FAC 01-12. The NAICS Code and the small business size standard for this procurement are 333512 and 500, respectively. The offeror shall state in their offer their size status for this procurement. All responsible sources may submit an offer which shall be considered by the agency. Delivery to ARC is required within 90 days ARO. Delivery shall be FOB Destination. The DPAS rating for this procurement is DO-C9. Offers for the items(s) described above are due by 10:00 a.m on April 2, 2003 to NASA Ames Research Center, Acquisition Branch for Aeronautics, Moffett Field, CA 94035-1000, Attn: AnJennette C. Rodriguez, or to Fax:(650)604-0270 and must include, solicitation number, FOB destination to this Center, proposed delivery schedule, discount/payment terms, warranty duration (if applicable), taxpayer identification number (TIN), identification of any special commercial terms, and be signed by an authorized company representative. Offerors are encouraged to use the Standard Form 1449, Solicitation/Contract/Order for Commercial Items form found at URL: http://server-mpo.arc.nasa.gov/Services/Proc/home.tme Offerors shall provide the information required by FAR 52.212-1 (Oct 2002), Instructions to Offerors-Commercial, which is incorporated by reference. If the end product(s) offered is other than domestic end product(s) as defined in the clause entitled "Buy American Act -- Supplies," the offeror shall so state and shall list the country of origin. FAR 52.212-4 (Feb 2002), Contract Terms and Conditions-Commercial Items is applicable. FAR 52.212-5 (May 2002), Contract Terms and Conditions Required To Implement Statutes or Executive Orders-Commercial Items is applicable and the following identified clauses are incorporated by reference: 52.222-3, 52.233-3, 52.203-6, 52.219-4, 52.219-8, 52.219-15, 52.219-23, 52.222-19, 52.222-21, 52.222-26, 52.222-35, 52.222-36, 52.222-37, 52.225-1, 52.225-5, 52.225-13, 52.232-33. Selection and award will be made to that offeror whose offer will be most advantageous to the Government, with consideration given to the factors of proposed 1)Technical Acceptability, 2)Past Performance, 3)Cost, 4) Delivery. Other critical requirements: Waterjet control systems shall be of the same type and manufacturer. Control systems shall be compatible with SigmaNEST software currently utilized at NASA Ames. Due to resource constraints, spare and repair parts shall be the same on both waterjet machines. Warrantees on controls, pumps and drive systems. NASA's engineering technician ease of use, similarity of maintenance requirements and company support. Machine accuracy shall be +/- 0.002 over entire travel, +/- 0.001 over 12" travel with +/- 0.001 bi-directional repeatability. Work envelope in X and Y motion shall be 4' x 4'. Technical acceptability will be determined by information submitted by the quoter providing a description in sufficient detail to show that the product quoted meets the Government's requirement. It is critical that offerors provide adequate detail to allow evaluation of their offer. (SEE FAR 52.212-1(b)). Offerors must include completed copies of the provision at 52.212-3, Offeror Representations and Certifications - Commercial Items with their offer. These may be obtained via the internet at URL: http://ec.msfc.nasa.gov/msfc/pub/reps_certs/sats/. These representations and certifications will be incorporated by reference in any resultant contract. An ombudsman has been appointed -- See NASA Specific Note "B". Prospective offerors shall notify this office of their intent to submit an offer.
