- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulations (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation, N00173-03-R-KK03, is issued as a Request for Proposal (RFP). The solicitation document and incorporated provisions and clauses are those in effect through FAC 2001-12 and DFARS Change Notice 20030301 and NAPS 97-18. The associated NAICS code is 333295 and the small business size standard is 500 employees. The Naval Research Laboratory (NRL) has a requirement for an organic vapor deposition system. The organic vapor deposition system will be utilized in research on thin-film organic electronic devices. The research will include organic thin film transistors, organic light emitting diodes, and highly conductive organic films. The system must meet or exceed the following minimum specifications: 1. The system must have 2 integrated low temperature organic vapor sources and a thermal resistance source for deposition of metals from either filaments or boats, to enable deposition of both metallic and organic films without breaking vacuum. 2. The system must be pumped by a cryopump which pumps a minimum of 1500 liters per second. 3. The system must have the capability to rotate samples on one axis for 360 degrees at 20 revolutions per minute or greater during film deposition for uniform films. 4. Film thickness must be controllable by an electromagnetic shutter with an electronic shutter controller present on the instrument rack and monitored by a quartz crystal oscillator. 5. The system must have a fully automated microprocessor controlled pumping system, such that minimal interaction by the user is required to activate all necessary pumping operations. 6. The controller must have a battery backup to automatically close the high vacuum valve in the event of a power failure or accidental shut off. 7. All vacuum valves shall be solenoid operated and will not require any compressed air. 8. The baseplate shroud shall be fully removable to provide access to the baseplate for cleaning and maintenance. 9. The high vacuum gauge shall be a Cold Cathode type and will be located on the baseplate with a shield/cover to prevent material from being deposited onto the filament. 10. System will have casters. The electical connections will be on the side of the unit and not on the rear to allow suitable positioning. 11. The system will arrive at NRL completely assembled and tested for operability by the successful offeror. The proposal should include installation of the organic vapor deposition system at NRL, Washington, D.C., and training for a maximum of 5 users at NRL for a maximum of two days. 12. A full set of all written documentation customarily provided to the public with a commercial item shall be provided. This shall include users manual(s) or equivalent as well as copies of any software, and any manuals for the software included with the system, if customarily provided. This documentation must be received at NRL with the system hardware, unless other arrangements are agreed to by the NRL representative. 13. The contractor shall offer the Government at least the same warranty terms, including offers of extended warranties, offered to the general public in customary commercial practice. These warranty terms must be included in the system price. The period of the warranty shall begin upon acceptance. Delivery and acceptance is at NRL, 4555 Overlook Ave. SW, Washington, D.C. 20375, FOB Destination. Delivery shall be no later than 120 days from date of award. The provision at 52.212-1, Instructions to Offerors--Commercial, applies to this acquisition. The Government intends to award a contract resulting from this solicitation to that responsible offeror proposing the lowest price for the items that have been determined to comply with the requirements of the specifications and solicitation. The proposal must demonstrate an understanding of the requirement and the ability to meet the specifications. General statements that the offeror can or will comply with the requirements, that standard procedures will be used, that well-known techniques will be used, or paraphrases the RFP specifications in whole or in part will not constitute compliance with this requirement concerning the content of the technical proposal. The additional FAR clauses cited in the clause are applicable to the acquisition: FAR 52.203-6, FAR 52.219-4, FAR 52.219-8, FAR 52.222-21, FAR 52.222-26, FAR 52.222-35, FAR 52.222-36, FAR 52.222-37, FAR 52.225-1, FAR 52.225-13, FAR 52.232-33, and FAR 52.247-64 The DFARs clauses at 252.212-7001, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Applicable to Defense Acquisitions of Commercial Items is applicable. The additional DFARs clauses cited in the clause are applicable: DFARS 252.225-7012, DFARS 252.225-7036, DFARS 252.227-7015, DFARS 252.232-7003, DFARS 252.243-7002, DFARS 252.247-7023, DFARS 252.247-7024. The following additional FAR clauses apply: FAR 52.203-3, 52.203-8; 52.203-10. The following additional DFARs clauses apply: 252.204-7004. All EIT supplies and services provided under must comply with the applicable accessibility standards issued by the Architectural and Transportation Barriers Compliance Board at 36 CFR part 1194 (see FAR Subpart 39.2). Electronic and information technology (EIT) is defined at FAR 2.101. Any resultant contract will be DO Rated under the Defense Priorities and Allocations System (DPAS). The Contract Specialist must receive any questions no later than 10 calendar days before the closing date of this solicitation. An original and 2 copies of the offeror's proposal shall be received on or before 4:00 P.M. local time, April 17, 2003 at the Naval Research Laboratory, Attn: Contracting Officer, Bldg. 222, Room 115, 4555 Overlook Ave. S.W., Washington, D.C. 20375-5326. The package should be marked with the solicitation number, due date and time.
