Description
The U. S. Department of Education's Office of Elementary and Secondary Education (OESE) intends to award a three-year contract, with two additional option years, to establish a national technical assistance network to help State and local programs throughout the country design and implement research-based, effective learning opportunities for children primarily in high-poverty, low-performing schools. The contractor shall identify and disseminate exemplary and promising after-school instructional programs, activities and materials and subsequently assist local 21st Century Community Learning Centers to assess and improve the quality of their academic enrichment programs. The contractor shall ensure that all of its program identification, validation and technical assistance work will promote research-based, proven practices, consistent with the following principles: 1) learning opportunities must be intentional and embedded as appropriate within all after-school activities, 2) enrichment activities must be content-rich and aligned with State and local standards, 3) students who benefit from after-school program experiences are likely to participate regularly and spend more time in authentic learning activities, 4) students participate more regularly when programs offer an interesting and diverse array of enrichment opportunities, and 5) staff must be trained to know how both to challenge and encourage students. This award will be a Cost Plus Fixed Fee, Performance based incentive contract. Anticipated issue date: April 3, 2003, closing date June 2, 2003.
