- Description Combined Synopsis/Solicitation F10603-03-T-0011 POC: Amy Poseley phone(208)828-3120/ fax(208)828-2658/ e-mail Amy.Poseley@mountainhome.af.mil Description: This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation is issued as a Request for Proposal (RFP). This requisition is a 100% small business set-aside. Submit written proposals by mail (telephone or fax proposals will not be accepted), to 366 CONS/LGCB, ATTN: Amy Poseley 366 Gunfighter Ave, Bldg 512, Suite 498, PO Box 4037, Mountain Home AFB, ID 83648. The NAICS code for this requirement is 334290, and the SBA size standard: 750 employees. This requirement is for Specifications for Deployable Giant Voice System for Mountain Home AFB The system must contain enough equipment to be capable of making announcements to several locations at a deployed location to reach as many personnel as possible. The system must be capable of being heard throughout a tent city, all work areas along the flight line, and at as many out lying posts (such as security forces posts) as possible (approximately 2 square miles). The system must be immune to weather extremes, as it will be set up out doors. The system cannot be a typical in garrison type system, as it must be capable of being assembled and disassembled quickly and easily to accommodate changes common to deployed installations. Minimum acceptable controller unit specifications are as follows: Weight: 100 pounds or less RF: UHF narrow band in the range 406 MHz to 420MHz, 12KHz channel spacing, PL tones and/or Digital signal Security: Operate in the clear or NSA encryption (ea; DES) Ability: can send control tones for remote generation of sound but must also be able to play warning tones, voice, and music over the RF link Power: Dual voltage setting 220/110 VAC or battery pack Minimum acceptable remote unit specifications are as follows: Speakers: Omni Directional (may be an array to achieve omni-directionality) Power Output: intelligibly audible inside buildings for at least a 100-yard radius Weight: each module must be no heavier than 75 pounds Maximum Connection cable between remote electronics and speakers must allow a minimum of 20 feet separation Speaker stands 10? to 15? telescope wide base to prevent blowing over in high winds. And ability to weight and anchor bases using stakes or sand bags. Weather resistant with the following Radio: UHF narrow band in the range 406 MHz to 420MHz with 12KHz channel spacing. External Antenna connection to allow antenna to mount at top of speaker stand or other nearby high point Power: Dual voltage setting 220/110 VAC or battery pack Antenna: omni directional with at least 20? cable The followings is a list of components available from our recommended source of procurement : Equipment QTY - Omni Directional Speaker Array 9 ea - Speaker Mounting Kit 9 ea - Electronics, radio receiver, and battery boxes (2) 9 ea - Amplifiers (2) 9 ea - Batteries (2) 9 ea - Antenna 9 ea - Pole/Stand 9 ea - Base Station w/ power supply 9 ea - DTMF Controller 3 ea All items that are considered ?equals? must meet all of the functions, operations, and abilities of the requested parts. Award will be based on that which is determined to be the best value for the government. Government will consider other factors, in general, past performance, quality, warranty, life cycle cost, etc. Except as designated herein, all other terms and conditions of the contract shall be in accordance with commercial industry practice. This purchase is being made with full and open competition. This solicitation document incorporates provisions and clauses that are in effect through Federal Acquisition Circular 2001-06. Note that the provisions at FAR 52.212-1, Instructions to Offerors-Commercial terms, apply to this acquisition. In addition the clauses at, FAR 52.212-3 Offeror Representations and Certifications-Commercial Items (April 2002), FAR 52.212-4 Contract Terms and Conditions-Commercial Items, and FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders- Commercial Items (December 2001), apply to this synopsis/solicitation. Specifically the following clauses cited are applicable: FAR 52.222-26, Equal Opportunity; FAR 52.222-35, Affirmative Action for Special Disabled and Vietnam Era Veterans; FAR 52.222.36; Affirmative Action for the Handicapped Workers. The clause at DFARS 252.212-7001, Contract Terms and Conditions required to implement Statutes or Executive Orders applicable to Defense Acquisition of Commercial Items, apply to this solicitation. FAR 52.233-3 Service of Protest (Aug. 1996) is applicable: (a) Protests, as defined in section 33.101 of the Federal Acquisition Regulation, that are filed directly with an agency, and copies of any protests that are filed with the General Accounting Office (GAO), shall be served on the Contracting Officer (addressed as follows) by obtaining written and dated acknowledgment of receipt from: 366 CONS, 366 Gunfighter Ave. Bldg 512 Suite 498, Mountain Home AFB, ID 83648. (b) The copy of any protest shall be received in the office designated above within one day of filing a protest with the GAO. Specifically the following clauses cited are also applicable: DFARS 252.225-7001, Buy American Act and Balance of Payment Program. Offerors must include with their offers a completed copy of the provisions at FAR 52.212-3, Offeror Representation and Certification-Commercial Items (Apr 2002), DFARS 252.212-7000, and Offerors Representations and Certification-Commercial Items. Also applicable by reference is DFARS 252.204-7004, Required Central Contracting Registration (CCR).
