Description
The United States Environmental Protection Agency (EPA) has a need for a Mobile Tandem Quadrupole Mass Spectrometer. Since the September 11, 2001, terrorist attacks on the United States, the U.S. EPA has recognized the need to be able to respond rapidly to terrorist events at different locations throughout the nation with state-of-the art technologies. This instrument will be used to rapidly assess the scene by measuring on/off site migration of volatile organic compounds as well as determining the emission rates of volatile organic compounds. The NAICS code for this procurement is 421490, Other Professional Equipment and Supplies Wholesalers. It is the Government's intent to award a Commercial, Negotiated Firm Fixed Price contract in accordance with FAR Parts 6,12, 13 and 15 as appropriate, as a sole source contract to ECA, Inc., 151 Spinmaker Way, Unit #6, Concord, Ontario, Canada L4K 4C3. EPA estimates the procurement will range between $300,000 and $500,000. Request for Proposal PR-HQ-03-10909 will be released on or around March 19, 2003. All terms and conditions for this Commercial, Negotiated, Firm Fixed Price procurement will be identified in the solicitation. The purpose of the FebBizops announcement is to 1) notify potential offerors of EPA's requirement; 2) to give potential offerors an opportunity to submit a proposal within the two (2) week specified time frame (which is from the date the solicitation will be available for downloading from the hyperlink listed below) if they believe they can provide the government with its requirements as identified in the Statement of Work, located at http://www.epa.gov/oam; and 3) to direct parties to the EPA's "Doing Business with EPA" internet World Wide Web site at http://www.epa.gov/oam for further information on this procurement as it becomes available. Offerors will have two (2) weeks to submit a Request for Proposals (RFP). If the Government has not received ACCEPTABLE PROPOSALS within the specified two (2) week time period, award will be made to ECA, Inc., the sole source vendor. The following factors shall be used to evaluate offerors:1) Past Performance; 2) Technical Capability and 3) Price, on an Acceptable/Unacceptable rating basis. This procurement is being processed under streamlined and commercial item procedures in accordance with FAR Parts 6, 12, 13 and 15. The Government intends to make award two (2) weeks after acceptable proposal(s) have been received.
