Description
The United States Environmental Protection Agency (USEPA) is seeking a contractor to provide Technical and Regulatory Support for the Development of criteria for Water Media with an Ecological Emphasis for the Office of Water, (OW), Health and Ecological Criteria Division (HECD), Office of Science and Technology (OST). The successful contractor shall provide all necessary labor, materials, services, equipment and facilities to support the efforts delineated by the Statement of Work (SOW). Services to be performed include: conducting national and site specific ecological hazard assessments, such as, toxicologic reviews, national and site-specific ecological risk assessments, performing statistical analyses (such as regression analyses, analyses of covariance, nonlinear regressions using SAS, sigma Stat, Sigma SPLot, ICP, and TOXSTAT). Experience in evaluating national and site-specific methods for ecological criteria development, national and site-specific ecological impacts of pollutants, national and site-specific risk assessment measurement endpoints. Experience in conducting biological assessments and laboratory taxonomic identifications, toxicity tests in water and sediment ( must possess or have access to facilities, equipment and science expertise needed to conduct laboratory and field studies on ecological effects of chemicals, nutrients, microorganisms, suspended & bedded sediments, conduct bioassessments, develop bio indices, and derive biological criteria). Additionally must be able to conduct toxicity tests in water and sediment, experience in developing bioavailability, chemical fate transport, effect and population model development, developing databases, conduct GIS and other mapping; experience in evaluating bioaccumulation potential, trophic transfer, calculating and applying bioaccumulation factors; sampling ambient waters, effluents, organism tissues, and sewage sludge for chemical analysis, conducting literature reviews, reviewing technical data, performing analyses and summarize findings; conducting remote sensing, investigating, interpreting, and addressing experimental & emerging science; genomics, endocrine disruptors, immunosupression, etc. and implementing knowledge and experience in use and application of EPA national and site-specific guidance methodologies for development of water quality criteria. The successful contractor shall also have experience designing and conducting training in these areas for State and Tribal programs and providing technical assistance to these co-regulators as they implement their water quality standards programs. Documentation support that will be required by contract includes: preparing national and site specific criteria and technical support documents, professional technical writing and editing, development of marketing tools (brochures, displays, posters, etc.), receiving and organizing public comment and general regulation support. This is a new requirement that expands work now being done under 68-C-98-134. It is anticipated to be a CPFF, Level of Effort contract and will have a base period with (4) twelve month option periods. The base period and each option period will consist of approximately 14,800 additional direct labor hours. Each contract period will also have approximately 14,800 additional direct labor hours of optional level of effort. In total for the five years of performance the maximum Level of Effort is anticipated at 148,000 direct labor hours. The EPA anticipates the RFP will be FULL and OPEN.
