- This notice is issued to cancel the FedBizopps Publication dated February 24, 2003 in its entirety. The General Services Administration is submitting a new FedBizopps Publication for solicitation number GS-04P-03-EXC-0029 as follows: REPAIR AND ALTERATION -FOR THE ALTERATION AND RETROFITT ING OF COURTROOM LIGHTING FOR THE NEW U.S. COURTHOUSE IN TALLAHASSEE, FLORIDA Solicitation Number GS-04P-03-EXC-0029. The General Services Administration is soliciting Written Expressions of Interest for the above referenced project from qualified General Contractors desiring to compete in this procurement process for this project. Offerors must meet all legal requirements to perform construction services in the state of Florida. This procurement is advertised on a restricted basis as a Small Business Set-Aside in accordance with FAR 19.5, Set-Asides for Small Businesses and Small Business Demonstration Program. This procurement will utilize the Lowest Price Technically Acceptable source selection process in accordance with FAR 15.101-2. This process specifies that award will be made on the basis of the lowest evaluated price of the proposal meeting or exceeding specified non-cost factors. All technical factors will be evaluated on a Go/No Go basis. The selected GC must demonstrate a history of meaningful experience and quality performance in performing alterations and lighting retrofitting projects within the specified construction cost range within the past five years. The North American Industry Classification Code (NAICS) is 236220. The estimated construction cost range is $475,000 to $505,000. Part of the required services include the retrofitting of ceiling lights in four (4) existing courtrooms, gypsum board ceiling demolition, the removal and replacement of wood trim and other related services detailed in the drawings and specification which will be provided in the subsequent RFP package. The work will be phased to allow work in only one courtroom at a time so as not to completely hinder the operations of the courts. Offerors are reminded that because of increased security awareness for court operations/personnel all contractor personnel working on this project will be required to undergo a security background check by the U.S. Marshall before commencing work on the project. The evaluation factors for this procurement are as follows: I. Past Performance-Demonstrate quality of performance on three projects as described for Evaluation Factor 2 during the last five years. Provide at least two reliable references per project to include title, name, phone number, e-mail and fax number. II. Past Experience- Demonstrate experience on previous construction projects for alteration and lighting retrofits whereby you served as the Prime General Contractor on at least three (3) projects within the past five years in which the cost range was at least $500,000 or more. Provide location, size, type of project, targeted and actual completion date and final cost for each of the three projects submitted. III. Management Plan-A planned approach to organizing, and controlling the execution of renovations and alterations to minimize interruptions of the court functions, protection of ensuring that performance schedule is met, and that submittals means and method comply with contract requirements. General Contactors wishing to participate in this procurement must submit the following information simultaneously to Mr. Thomas F. Waller, Contracting Officer, General Services Administration (GSA) 401 West Peachtree Street N.W. Suite 2513, by close of business on March 31, 2003. (1) A one page letter of interest on the offerors letterhead and (2) A letter from a bonding surety on the surety?s letterhead stating the offeror?s ability to obtain bonding of at least $1 million. Corporate sureties offered must appear on the list contained in the Department of Treasury Circular 570, Companies Holding Certificates of Authority as Acceptable Reinsuring Companies of Acceptability of Individual Sureties in accordance with FAR 28.202 and 28.203. Those responding accordingly to this notice will receive a RFP from GSA in which they will be required to submit technical data in accordance with the evaluation factors contained therein and a price proposal. Both submissions are to be submitted simultaneously and under separate cover clearly marked. Late or incomplete submissions during any stage of this procurement will be handled in accordance with FAR 15.208 and may render an offer ineligible for further participation. Noncompliance with the established time frames will be handled in accordance with FAR 15.207. Electronic transmission, faxes and/or verbal transmissions will not be accepted during any stage of this procurement. Award of this Solicitation is Contingent upon the Availability of Funds in accordance with FAR 52.232-18. THIS IS NOT A REQUEST FOR PROPOSAL.
