- Description
- NASA/GRC plans to issue a Request for Offer (RFO) for Protected Airspace Surveillance System study for National Airspace System (NAS). This requirement consists of the Protected Airspace Surveillance System (PASS) for NAS Security, including Airspace Surveillance Systems Assessment and Protected Airspace Surveillance System Technology Gap Analysis. The Government plans to conduct a phased acquisition involving a competitive down selection process. Phase I for this acquisition includes Protected Airspace Surveillance System study, assessment and Gap Analysis for NAS. Based upon Phase I results, (i.e. Concept feasibility, Implementation cost) the most promising concepts will be selected for simulation and modeling, in Phase II. Phase II competition and ultimate selection will be based on Phase I results. Award criteria for phase II is included in the Request for Offer, and includes results and recommendations included in the Phase I Final report. The Government anticipates that only Phase I Contractors will be capable of successfully competing for the Phase II simulation and modeling. A proposal for Phase II activity for the simulation and modeling will be requested in the RFO, and finalized as an addendum to the Phase I final report. The Government does not intend to issue a new solicitation for Phase II. This acquisition, is, therefore a ?progressive competition? as defined in the NASA FAR Supplement 1817.7301-5, and all pertinent Phase II information (Statements of Work, Proposal Instructions and Evaluation Criteria) are described in the RFO. Before proceeding to Phase II, the acquisition will be synopsized in accordance with Part 5.201 and 5.203 of the FAR. Notwithstanding the expectation that only the initial phase Contractors will be capable of successfully competing for the subsequent phase, proposals from all responsible sources submitted by the specified due date will be considered. In order to contend for subsequent phase awards, however, such prospective Offerors must demonstrate a design maturity equivalent to the prior phase Contractors. Failure to fully and completely demonstrate the appropriate level of design maturity may render the proposal unacceptable with no further consideration for contract award. A firm fixed price contract is anticipated for Phase I with a cost reimbursable type contract anticipated for Phase II. The Government may elect to award multiple contracts to two or more Offerors under this solicitation for the Phase I Protected Airspace Surveillance System Description and Assessment. The Government does not intend to acquire a commercial item using FAR Part 12. See Note 26. This procurement is a total small business set-aside. See Note 1. The NAICS Code and Size Standard are 541710 and 500, respectively. The DPAS Rating for this procurement is DO-C9. The provisions and clauses in the RFO and model contract are those in effect through FAC 01-12. All qualified responsible sources may submit an offer which shall be considered by the agency. The anticipated release date of the RFO is on or about April 7, 2003 with an anticipated offer due date of on or about May 7, 2003. An ombudsman has been appointed -- See NASA Specific Note "B". The solicitation and any documents related to this procurement will be available over the Internet. These documents will be in Microsoft Office 97 format and will reside on a World Wide Web (WWW) server, which may be accessed using a WWW browser application.
