- Offerors are requested to submit technical and price proposals for the requirement outlined below by 1 April 2003 (1600 hrs). Proposals are to be sent to Mr K Mills, Deputy Purchasing & Contracting Officer (mills@saclant.nato.int or Fax. No. 757-445-3525. Electronic and Faxed submissions are acceptable. MARMEM Statement of Work as of 21 March 03 Background: In the mid 1970's, unique software was written in order to calculate each NATO nation's maritime contribution of Battle Decisive ordnance of the Ministerial authorized Level of Effort. Since its inception, the Maritime Munitions Expenditure Model (MARMEM) has undergone constant revision to reflect changes in Defence Planning and Stockpile Planning Policy. The senior review board for the MARMEM is the Bi-SC Logistics Coordination Board (Bi-SC LCB) and the working level NATO body is the Bi-SC Stockpile Planning Working Group (Bi-SC SPWG.) MARMEM is currently migrating to join similar air and land stockpile planning tools in a software suite know as the Allied Commands Resource Optimization Software Systems (ACROSS) which is itself a component of the NATO Logistics Functional Areas System (LOGFAS.) NACOSA is assuming the configuration control and database management of MARMEM in accordance with NATO standards. Even with NACOSA support, there remains significant and continuing model development, policy interpretation, analytical studies and decision support that must continue. Up to four, week-long meetings a year are scheduled at which the contractor must have a comprehensive knowledge of MARMEM, any previous studies and be able to assess and model the impact or any current or proposed policy changes. To ensure timely completion of all tasking during this period ACLANT is seeking a highly experienced independent consultant(s) to support MARMEM development, integration into ACROSS and LOGFAS, and provide scientific advice on the impact of any Defence Planning or Stockpile Planning policy change. Required Services: SACLANT seeks a highly experienced Senior Analyst(s) to provide the following services: 1. Upgrade MARMEM to provide the following capabilities: - entering of the Polya Parameter or Defeat Criteria inputs by Planning Situation - modifying MARMEM to display intermediate and diagnostic information as directed by the Bi-SC SPWG; - modifying MARMEM to include the report generation features requested by the Bi-SC SPWG; and - modifying MARMEM as necessary to correctly interface with the Sustainment Planning Model (SPM) development. 2. Prepare for and Conduct a three-day Workshop for up to 25 participants, in Europe for representatives from Invited Countries to include; - prepare an orientation to the Bi-SC stockpile planning process, target oriented stockpile planning concepts, policy, procedures, and a model brief in order to provide a frame of reference for the participants; - prepare and installation disc and install MARMEM on the workshop computers; - conduct and train participants on all the necessary steps in order to calculate the final maritime requirements for the bi-annual Bi-SC Stockpile Planning Guidance (SPG); - provide an unclassified course summary to each participant. 3. Conduct a MARMEM Data Experts Meeting (DEM) in Europe in preparation for SPG 2004. - prepare a briefing of the stockpile planning concepts in order to provide a frame of reference for the national operational experts and analysts; - prepare handouts for the participants in order to: - verify the definitions of generic platform class and threat category; verify the representative target class for each threat category; - present the last set of target allocation percentages; iterate on the allocation percentages until a consensus develops for each Planning Situation; - verify the operational definitions of a "kill;" - determine the need to include environmental effects in the current set of planning situations; - verify that the current measure of performance makes sense in the current Defence Requirements Review (DRR) Planning Situations and is an understandable policy; - inquire about the frequency of false targets and discuss using a rate v.s. ratio approach in modeling; and - write a report of technical issues arising from the DEM, the conclusions reached and reflect the consensus decisions in MARMEM. 4. Prepare for and Participate in the Fall 2003 Bi-SC Stockpile Planning Working Group meeting in Washington, D.C. - prepare presentations on topics of interest as assigned by HC 411, such as issues arising from SPG 2003, developments underway for SPG 2004, and the results of the DEM; - prepare the MARMEM questionnaire for distribution to maritime nations; - conduct a two day maritime Workshop focusing on how the characteristics of maritime warfare and the Bi-SC stockpile planning process are reflected in MARMEM methodology; This information will also have to be delivered over three evenings to national representative who cannot dedicate two days at the workshop; - prepare an installation disc to install MARMEM on the workshop computers; and - write a report on the technical issues arising from the Bi-SC SPWG. 5. Conduct a national Data Collection week in Europe to collect national input for SPG 2004. - meet with individually with national representatives to collect data and perform up to three trial calculation for each nation in preparation for SPG 2004. 6. Prepare for and Conduct a Comprehensive one-week MARMEM Training course in Latina, Italy. - prepare course material for both an introductory and advanced MARMEM course to NC3A training standards; - install MARMEM on the classroom computers; - deliver both courses to a standard where NC3A can deliver all future training without contractor assistance. 7. Stockpile Planning Process Documentation. - prepare a draft Terms of Reference for the Maritime DEM incorporating the results achieved from the last Bi-SC harmonization meeting; - prepare a complete explanation fo the Bi-SC Mission Allocation Matrix and its underlying rationales; and - prepare other background or explanatory documents as directed. 8. Support Efforts to Beta-Test MARMEM incorporation into LOGFAS. - execute software testing procedures as requested by NACOSA; and - assist NACOSA in resolving any technical issues arising from the software testing process. 9. Provide Consultancy as Needed. (allocate a minimum of 120 hours and a maximum of 130 hours to this section.) - brief NATO personnel about MARMEM on request; - provide expert opinion about stockpile planning models other than MARMEM; and - perform other tasks as directed. Labor Hours: The provider will be expected to spend a maximum of 1058 man-hours of effort during the period of performance. Labor hours will not be exceeded without prior written amendment by SACLANT Contracting Officer. No hours in excess of 40 hours per week or any additional expenses will be compensated without prior approval by the Contracting Officer’s Technical Representative (COTR). Place of Performance: The provider will be required to periodically work on-site at NATO facilities outside of the US. The travel and per diem costs required to support the services described above will be provided separately from the working labor hour rate. Travel performed in support of the Contract: Travel performed in support of this contract requires prior approval, from the Contracting Officer’s Technical Representative (COTR) Travel within the metropolitan statistical area, which encompasses SACLANT Headquarters and Contractor’s location, will not be reimbursed. For Norfolk based personnel this includes the areas bounded by the Cities of Norfolk, Chesapeake, Virginia Beach, and Currituck County in the State of North Carolina; for Washington D.C. based personnel, this includes the cities and counties of the Commonwealth of Virginia and State of Maryland which comprises the Metropolitan Washington D.C. Area, including the District of Colombia. The Contractor will be expected to travel to other sites as determined by the COTR. Notwithstanding the terms of para 2 above, travel performed in support of the contract will be reimbursed as follows: (a) SACLANT will reimburse the Contractor the actual cost plus U.S. Defense Contracting Agency (DCA) approved indirect costs. These costs include travel, telefax, long distance telephone, photocopy, and overnight delivery services which support completion of specified tasks. Travel time will not be charged to the contract. (b) Air travel will not exceed the Government coach rate available through CI Travel Inc, the SACLANT travel contractor. The services of CI Travel will be made available to Contractor personnel travelling in support of this Agreement. (c) Per Diem costs will be reimbursed and shall not exceed the published NATO rate for the Civilian A-2 Grade. Duration of Contract: The period of the performance for the contract will be from 1 April 2003 until 31 December 2003. It is requested that there be three, one-year renewable options to this contract Security Clearance: The provider will be responsible for obtaining his own security clearance and coordinating access to NATO facilities. A minimum NATO Security Clearance at the NATO Secret level is required. The provider represents that it shall comply with all local, host nation and NATO security provisions and other policies and procedures as required. Reporting: The provider will report to, and receive guidance from CDR R.D Alce (HC-411) Staff Officer Ordnance Planning, during the execution of this Statement of Work. Tasks may be be billed on completion of the work. All invoices shall include Purchase Order number, line or task number, period covered, date of invoice, and remaining finds in this line item, if any. Language: The provider must have excellent English Language skills. Qualifications: Minimum Qualifications: -an advanced degree from a recognized university in mathematics or other post graduate degree with a large degree of modeling; -at least five years experience with the DRR, maritime stockpile planning, production of the Bi-SC SPG and NATO stockpile planning policy and procedures; -comprehensive scientific knowledge of MARMEM and the detailed rational for model structure; and -previous successful experience in designing and conducting introductory and advanced software courses to non-technical students. Desired Qualifications: -Post doctoral mathematical modeling with emphasis in maritime ordnance planning; -world class scientific research in the area of maritime ordnance planning -Intimate knowledge of the historical development of stockpile planning in NATO. Status: The provider will not qualify as a Consultant under NATO Manpower Regulations, and not be eligible for NATO benefits. Equipment, Tools, Materials, or Supplies: ACLANT will coordinate invitations and access to meetings. ACLANT will provide Minutes or RODs of meetings that the contractor attends. All necessary information, publications, documents, work-space, and equipment are to be provided by the contractor. Insurance/Taxes: SACLANT does not provide any insurance, nor does it withhold any taxes. Provider is responsible for both taxes and insurance. Contract Modifications. The SACLANT Contracting Officer is the only person with contract authority. All contract modifications shall be valid only if approved in writing by the Contracting Officer, who is currently LCDR F. J. Lorentzen, SC, USN (HC-822). SACLANT HQ Technical Representative: CDR R.D. Alce (HC-411) Provider Tasking Authority: The provider will be tasked by and work directly with CDR R.D. Alce (HC-411), however in CDR Alce's absence, CAPT. M Dillenburg (HC-41) shall also have tasking authority. The security clearance level required is NATO SECRET. Provider shall note that there are security restrictions regarding the carriage and use of electronic devices (e.g., laptops and cell phones) in the ACLANT work area. The provider shall be responsible for satisfying necessary clearance from the ACLANT Security Office before bringing any such device into the ACLANT work environment.
