Description
This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation Number NFKB0-3-23 is issued as a request for quotation. This acquisition is being solicited under full and open competition. The U.S. Department of Commerce, National Oceanic and Atmospheric Administration (NOAA), National Marine Fisheries Service (NMFS) has a requirement to lease six (6) one-bedroom furnished apartments for Federal Government personnel assigned to the Silver Spring area on extended temporary duty. These six apartments must be located in Silver Spring, Maryland and must be in close proximity to the Silver Spring Metro Center and the NOAA Silver Spring Metro Center Complex. The lease period shall be from April 2003 through December 31, 2003 and one twelve month optional period from January 2004 through December 31, 2004. All apartments shall include: appliances (cooking range, refrigerator/freezer, dishwasher, garbage disposal, microwave oven); smoke detector; television; central heating and air conditioning; all utilities; living room suite (couch and chair, coffee table, table, lamp, small desk, drapes, and small throw rug); dining room suite (small dining table with chairs and small throw rug); small kitchenette set with table and chairs (two place settings of dishes, silverware, pots, pans, skillet, drinking glasses, and dish towels); bathroom set (two sets of bath towels, wash cloths, and bath mats); bedroom suite (queen size bed, mattress with headboard, bedside table, lamp, dresser with mirror, drapes, small throw rug, and area rugs); parking. The resulting purchase order shall be negotiated on a firm fixed price. Offerors shall provide a monthly rate for each furnished apartment. The award will be made on a best value basis using simplified acquisition procedures. Offers will be evaluated based upon location, price, condition of apartments, and amenities/services provided. The Government reserves the right to make multiple awards if it is in the best interest of the Government. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-12. The provisions and clauses may be downloaded at http://www.arnet.gov/far. The following provisions and clauses shall apply to this solicitation: FAR 52.212-1, Instructions to Offerors - Commercial, applies to this acquisition and there is no addenda to this provision; FAR 52.212-2, Evaluation - Commercial Items - The Government will award a purchase order resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: (I) location; (ii) price; (iii) condition of apartments; (iv) amenities/services provided; FAR 52.212-3, Offeror Representations and Certifications - Commercial Items - Offerors must include a completed copy of Offeror Representations and Certifications along with the offer; FAR 52.212-4, Contract Terms and Conditions - Commercial Items, applies to this acquisition and there is no addenda to this provision; FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items, applies to this acquisition. The following FAR clauses are applicable to this acquisition: FAR 52.203-6, Restrictions on Subcontractor Sales to the Government, with Alternate I; FAR 52.222-26, Equal Opportunity; 52.222-35, Affirmative Action for Disabled Veterans and Veterans of the Vietnam Era; FAR 52.222-36, Affirmative Action for Workers with Disabilities; FAR 52.222-37, Employment Reports on Disabled Veterans and Veterans for the Vietnam Era; FAR 52.232-1, Payments; FAR 52.232-34, Payment by Electronic Funds Transfer - Other than Central Contractor Registration; FAR 52.232-38, Submission of Electronic Funds Transfer Information with Offer; FAR 52.249-2, Termination for Convenience of the Government (Fixed Price)(Short Form). All responsible sources that can meet the requirements and provide the items listed above may respond to this solicitation by submitting a cost proposal on company letterhead along with capabilities information (location, guest amenities/services, floor plan, comparable past performance) addressed to Sandra K. Souders, Purchasing Agent, National Oceanic and Atmospheric Administration, NOS/NMFS/OAR AMD, 1305 East West Highway, Station 7601, Silver Spring, Maryland, 20910, to be received no later than March 27, 2003.
