- Provide scientific services to quantatively monitor the efficacy of selected aquatic herbicide treatments on the submersed aquatic vegetation (principally Egeria densa) within the Sacramento-San Joaquin Delta, CA. Provide in-season and historical statistical analysis of treatment efficacy to multiple state and federal agencies. A detailed sampling methodology is required to allow for groundlevel verifications and strong visual and statistical feedback. The following methods shall be included in the monitoring: 1. Pre- and post-estimates of species coverage, relative abundance and condition of target plants within the designated sites. 2. Use of both presence/absence and point/transect sampling documented by GPS/GIS systems. 3. Use of appropriate GPS/GIX documentated hydroacoustical-imaging methods to provide digitally stored and anlyized, and graphically represented assessment of plant cover, height, density and volume in designated sites. 4. Methods used in items 2 and 3 should be integrated to provide a cohesive sampling and pictorial representation of the conditions in the designated sites. 5. The final products should include statistical results and graphics (e.g. maps) from each of the sample sties. Final products are desired within three months of each sampling period. Time constraints and requirements: 1. All sites chall be completed within three months of treatment and data collection, as well as monitoring that can be accurately replicated each season. 2. The performance shall begin Spring, 2003. Scope and schedule: There are 21 proposed sites, totally approximately 1,100 surface areas. Baseline monitoring at each site, treated either with systemic herbicide, contact herbicide herbicides or a sequential treatment approach. For contact herbicide sites, an additional sampling and results is required 14 and 28 days after treatments. All sites shall require a late summer sampling (August/September). Proposal evaluations will be based on proposed sampling and reporting methodology, proposed equipment, methods of quality assurance, cost and qualifications, based on past performance and provided references. Term of this contract will be one year (one season), with 4 option years.
